May 23, 1941 Mr, R* P Lowe Proportioneers Incorporated 9 Codding Street Providence Rhode Island Dear Mr, Love: I have your letter of May 17th concerning the oorresp03dance between Major Starrett of the Quartermaster^ Department and the Builders Iren Foundry* There are top features of this matter which cause me to move rather csirefully* The one la that Mr, Oscar Lewis of the Ethyl Gasoline Corporation has been working In close contact with various people In Washington on the subject of suit able preparations for supplies of gasoline* Hla contacts with people and his acquainfcance with the problem are such that In my opinion the matter should be Investigated carefully by him so as to establish what la desired and so as to provide the best means of meeting the necessities of the situation* The other point is that it seems highly probable, with all due respect to Major Starrett, that he does not appreciate how far things have gone In this direction already* Obviously the Ethyl Gasoline Corporation is glad to put all of Its facilities and Information at the disposition of the governmental agencies, but it seems wise to aid in the coordination of these efforts In so far as that is feasible* With the above ideas in mind, I have written to Major Starrett and have also communi cated with Mr* Lewis, who will know how to proceed to give our best assistance in this matter* I am sure we will be very much pleased to call upon you in connection with any meetings or full discussion of this subject that may be required.
