For some years now the US asbestos industry, through the Asbestos Information Association of North America (AIA/NA), has been trying to persuade the Occupational Safety and Health Administration to hold public hearings so that the need for a revised standard could be properly investigated.

I have excerpted some of the more significant parts of the OSHA proposed standard (from a covering letter from the Asbestos Information Association): 1. ' Reduce the permissible exposure limit to a TVJA of 0.5 fibers per cubic centimeter <500,000 fibers per cubic meter) and reduce the ceiling limit to 5 fibers per cubic centimeter (5 million fibers per cubic meter). 2.

The following items were reviewed and/or discussed: (1) Relationship with Asbestos Information Association/North America. (2) Proposed Illinois Regulations. (3) Vehicle friction material emission test program to be conducted by Bendix under EPA contract. (4) Monitoring for airborne asbestos fibre. (5) Districution and circulation of literature on Asbestos/Health subjects.

AACPP's current strategy is to use the monitoring programs of the Asbestos Information Association/NA and Johns-Manville Corp.

Because several studies (Exs. 2-5; 84-190; 84-47) were cited in the November proposal as evidence of a multiplicative effect of asbestos exposure and cigarette smoking with regard to producing increased lung cancer risk, several commenters, including the Asbestos Information Association (Ex. 328), argued that OSHA overstated the risk of lung cancer in its qualitative risk assessment by failing to distinguish between the lung cancer risks for asbestos-exposed smokers and nonsmokers.
