Leading experts will discuss the science and economics of issue, addressing such topics as the economic benefits of fossil fuels, pros and cons of alternative fuels, "social cost of carbon," cost of regulations, and the outline of a plan to "reset" U.S. climate policy.

The Petitioners appear to agree with this, as the Petition suggests that if a lack of compliance flexibilities leads manufacturers to pay civil penalties for CAFE non-compliance, the CAFE standards may be beyond maximum feasible levels.
