Lipscomb - Deer Park Henderson - Independence Kitchen Lull - Delaware City Tech File 16.17(b) On July 12, 1979 at 2:30 p.m., Doug Frey received a telephone call from Don Miller at the Independence Plant informing him that Deborah Gann, an OSHA inspector, was on her way to the Deer Park Plastics Plant. Evidently, she .had been given an incorrect address and had gone to the Independence Plant by mistake. Upon her arrival at Deer Park shortly afterward, she informed Don Henderson that she was investigating an employee complaint which alleged vinyl chloride exposure in the resin lab during the process of milling colloid samples. Ms, Gann spent about two hours at the plant Thursday afternoon and then returned for an additional three and one half hours on Friday. During her inspection, she spent most of her time in the resin lab interviewing employees and gathering samples to measure any possible VCM exposure. Throughout the visit, Ms. Gann was very cooperative, understanding and thoroughly professional. She declined to sign a statement declaring understanding of our policy prhoibiting females with child bearing capability from entering a VCM regulated area, but she did read the policy and state that she understood. She also was not unduly concerned when we refused to let her see a specific individual's medical records with out that person's consent. Duplicate ambient air samples were taken each time Ms. Gann took a sample. All of these samples taken by our technicians were below 0.5 ppm VCM action level prescribed by OSHA. Because of these results, we have no reason to believe that Ms. Gann will find any cause to issue a citation relative to this complaint which we believe Diamond Shamr ck OCC 11662 OSHA Inspection July 23, 1979 Page 2 was registered by a former employee.
