Asbestos Survey/Employee Training Program SCOPE OF WORK OBJECTIVE 1) Conduct ambient air sampling to measure potential asbestos fiber concentrations in work and living spaces on ARCO Marine, Inc. oil tankers. 2) Conduct a series of training programs for fleet personnel while aboard ship to communicate asbestos health and safety information. BACKGROUND ARCO Marine Inc. maintains a fleet of 10 oil tankers for the transport of crude oil. Some ARCO vessels contain asbestos-containing materials (ACM) from the original construction of the vessels. An inventory of ACM was completed in 1983, and previous air sampling programs have been guided by this information. Two 190,000 DWT (dead weight ton) vessels were constructed of asbestos-free materials; asbestos air sampling will therefore not be required on these vessels. Three 120,000 and two 265,000 DWT vessels were constructed with limited ACM contained in bulkhead panels, bulkhead linings, overhead panels, deck underlayment and vinyl asbestos floor tiles. All of these materials are in a solid or encapsulated form. Two 70,000 and one 90,000 DWT vessels were constructed prior to restrictions in the use of asbestos in construction materials. These vessels contain asbestos as described above and in engineroom insulation materials. The one 90,000 DWT vessel was reconstructed in 1981, and some of its ACM was removed and replaced with non-asbestos materials. Previous ambient air sampling has been conducted on all ARCO vessels which contain asbestos in accommodation spaces and in the engineroom. The highest reading obtained was 0.02 f/cc, although this was measured with PCM (phase contrast microscopy) and not confirmed with TEM (transmission electron microscopy). The purpose of this sampling project is to obtain additional data as pan of a periodic sampling program. This study will also be designed to obtain "worst case" exposure data, by conducting air sampling while the ship is underway, preferably in route to Valdez, Alaska. The vibration caused by the ship traveling light under ballast may cause there to be a potential for the dislodging of fibers from the bulkheads and overhead panels, potentially contributing to atmospheric levels of asbestos. In order to minimize travel time, some of the ships may be surveyed on the return voyage from Valdez to offloading pons in Cherry Point, Washington or Long Beach, California. Confirmation of asbestos, if detected, will be conducted by TEM analysis. The survey personnel will meet the ships after unloading in Cherry Point, Washington, and will travel with the ship to Valdez, Alaska. This trip generally takes approximately three days. If necessary due to ship scheduling, a ship may be met in Long Beach or San Francisco, California, and travel time to Alaska will be approximately 6 or 4 days, respectively. As noted above, return voyages from Arco Marine, Inc. - May 31, 1991 Scope of Work Valdez to southern ports will be scheduled when appropriate, and travel time will be approximately the same as the northbound trip. While traveling with the ship, it is an appropriate time to conduct employee training to explain the sampling procedure and to provide asbestos health and safety information. An employee training program is included in the scope of work outlined herein. SCOPE OF WORK 1. Consultant shall conduct monitoring to detect potential airborne concentrations of asbestos on each of the 70, 90, and 120 MDWT class ships, a total of six ships. The two additional 265 MDWT class ships may be also be monitored, upon agreement of Consultant and ARCO Marine, Inc. Consultant shall submit to ARCO Marine, Inc. a preliminary Draft report of the sampling results subsequent to each voyage. ARCO Marine, Inc. will review and approve each report prior to the next sampling voyage. ARCO Marine, Inc. retains the right to amend protocols as necessary over the duration of the project. . 2. Consultant shall conduct a series of training programs for fleet personnel while traveling with the ship. Training shall provide an overview of the health hazards associated with asbestos, the established limits for exposure, the methodology for monitoring asbestos in the environment, and the applicable safety precautions which should apply to any emergency maintenance work conducted aboard ship which may involve asbestos-containing materials. (A copy of the ARCO Marine, Inc. procedure for performing emergency repairs on ACM at sea will be provided to the consultant.) As fleet personnel are ' governed under U.S. Coast Guard standards rather than OSHA standards, reference to governmental standards such as OSHA and EPA should be included for reference only. Consultant's training shall emphasize safe work practices for prevention of asbestos exposure. During the final voyage, ARCO Marine, Inc. will arrange to have the training session videotaped for future use within ARCO Marine, Inc. The Consultant shall modify the training session outlined above to include a brief summary of the air sampling data collected to date, and shall include a brief discussion and interpretation of the results. The Consultant's work shall be performed by a qualified industrial hygienist, preferably ABIH certified. ARCO Marine, Inc. will be given the opportunity to review the credentials of the Consultant in advance of contract award. Patricia Hall, ARCO Transportation Company ("ARCO"), will act as the ARCO Coordinator on the project and will have the authority to modify sampling protocols or tasks if needed during the project. 2 Arco Marine, Inc. - May 31, 1991 Scope of Work TASKS Part 1: 1. Using the guidelines developed by ARCO (see attachment A), Consultant shall determine the protocols to collect data. ARCO will approve all sampling protocols prior to the initial survey. ARCO will further review protocols during the initial sampling voyage. As noted above, protocols may be amended by ARCO Marine, Inc. as the project progresses. 2. Consultant shall perform ambient air monitoring for asbestos while the ship is in route to or from Valdez. 3. Consultant shall collect wipe samples or bulk samples during the survey if visible dust and debris is suspected to contain asbestos. 4. Consultant shall have samples analyzed, obtain results, and assemble data for ease of review. Consultant shall submit a preliminary, written report of the survey results to ARCO Marine, Inc. within 7 working days after the completion of each voyage. . .. 5. Consultant shall provide ARCO with a written Draft report, including the data results and data summaries, where appropriate, at the completion of the entire sampling project. ARCO will review the Draft and provide modifying requirements for data presentation or formatting to Consultant. 6. Consultant shall provide ARCO with an outline of the training program to be presented in advance of the first ship survey, including copies of any audio visual materials to be used. - 8. ARCO will review draft training program and provide Consultant with modifying requirements where necessary. 9. Consultant shall provide final training outline to ARCO, and schedule first ship survey and concurrent training program with assistance from ARCO representative. 10. Consultant shall modify training to include information outlined in the Scope of Work, and shall conduct training session aboard ship while session is being videotaped for future use within ARCO Marine, Inc. Note: Consultant shall complete Part 2, tasks 7, 8, and 9 before scheduling the first ship survey. 3 V Arco Marine, Inc. - May 31, 1991 Scope of Work Attachment A SAMPLING GUIDELINES Air Sampling Methods - Air sampling will be conducted using current NIOSH sampling and analytical protocols for sampling airborne asbestos fibers. Air sample volumes should be sufficient to measure fiber concentrations at the 0.01 f/cc level (on the order of 1000 to 3000 liters. Background dust levels should be minimal. Air Sample Analysis - Air samples will be analyzed by a laboratory accredited by the American Industrial Hygiene Association for asbestos fibers. Analysis will be completed using current NIOSH protocol for phase contrast microscopy. All sample filters will be split so that a portion of each filter can be retained and further analyzed by TEM if deemed necessary. Samples which indicate asbestos fiber levels greater than 0.01 f/cc may be submitted for TEM analysis. The ARCO Coordinator will determine which samples will be submitted for TEM analysis. The appropriate number of sample blanks should also be submitted for analysis. Area monitoring - Two (2) samples will be collected in each of the following areas: ` Crew quarters (Sampling to be conducted in three staterooms) Crew lounge Crew mess Main deck athwart,.ship passageway Cargo control room Two (2) additional spaces (Optional as determined by vessel Master) Additional samples will be collected, in the engineroom of the 70 and 90 class ships. Two (2) samples will be collected at the control station and in areas where asbestos insulation is present. (A maximum of 6 samples will be collected in the engineroom spaces.) All air sampling will be conducted while the ship is underway, operating at normal design speed. Bulk or Wipe Samples Samples will be collected as noted previously. Bulk samples will be analyzed using current EPA methods for type and percentage of asbestos. Report/Results - Report format and data elements to be determined, but shall include: 1. Air monitoring results to be reported in fibers/cc. Sample duration, start and stop times, and total air volume of sample should also be reported. 2.
