They were: 1. The plant operated one million manhours without a lost time injury. This occurred on February 11, 1978. 2. The plant surpassed its old record for the longest operating period without a lost time injury on February 23, 1978 (the old record was 768 days). As of February 28, 1978, the new record was 774 days. Training A total of one hundred thirty (130) hourly and first line supervisory personnel completed the plant fork lift training relicensing program. The fourteen (14) employees who have not attended are scheduled to attend during March. An intensified first aid training program was conducted by the Plant Nurse for the Laboratory Supervisors. Primary responsibility for off-shift coverage in the first aid station now rests with the Supervisors with backup being provided by Lead Laboratory Technicians as needed. Railroad Right-of-Way Fire A minor fire occurred approximately 250 yards south of the plant directly west of the Monroe railroad lead on Friday afternoon, February 24, 1978. The cause of the fire was a farmer burning his field in preparation for planting his crop of soybeans. Minor external damage occurred to two (2) NATX VCM cars and one (1) empty CONX resin hopper car. The VCM cars were full and did not vent material to the atmosphere. DTH 000051485 VCM Dosimetry Twenty-three (23) VCM dosimetry samples were taken during February, with all results below 1.0 ppm. The pump/air bag method of collection was replaced on March 1st with the REAL "Minimonitor" device. Comparisons are premature at writing. Termination There was one deletion from payroll during February, Plant Accountant resigned. The overall turnover rate in the hourly classification is zero. Projected annual turnover rate is .6%. Absenteeism Plant wide absence as a percent of straight time hours worked was 2%. The Vinyl Dryer Department experienced the highest absenteeism rate with 3%. Of the 3% in the Vinyl Dryer Department 100% is due to sickeness. Overtime Plant wide overtime hours worked were 2464 (1798.25 were controllable overtime hours worked and 665.75 were non-controllable overtime hours worked). Total plant overtime as a percent of straight time hours worked was 10%. The Warehouse Department experienced the highest overtime rate with 17% due to the modifications of the VCM Tank Farm. The Vinyl Department experienced the second highest with 16% due to training for the new reactor startup. Minority . Minority percentage of the entire workforce is 26%. There are 4% minorities in the salaried classification and 36% in the hourly classification. Casual Labor During February there were twenty-seven casual labor employees on payroll.
