Potentially Applicable Federal Air Regulations: The following federal air regulations may be applicable to the Facility: 40 CFR Part 63, Subpart M--National Perchloroethylene Air Emission Standards for Dry Cleaning Facilities Previous Enforcement Actions: There have been no previous enforcement actions at Bubble & Squeak. II. Inspection On February 11, 2025, EPA representatives, Grace Perry and Dana Donovan, arrived at the Facility at 12:59 p.m. for an unannounced inspection. It was 31F and cloudy. Ms. Donovan and Ms. Perry introduced themselves to the facility employee, Eddy Pellot, and presented their credentials. They explained that the purpose of their visit was to determine if the facility is subject to any Clean Air Act Federal Regulations. Ms. Perry asked is the facility performed dry cleaning services onsite. Mr. Pellot confirmed that dry cleaning has never been performed at the facility located at 165 Willow Street. Mr. Pellot said that the facility outsources their dry cleaning services to a different facility. Mr. Pellot said dry cleaning is outsourced to a facility called Rainbow Cleaners located in Hamden, CT on Whitney Avenue. The facility was located on the first floor of the building, consisting of a room with multiple coinoperated laundry machines, and Mr. Pellot said that there was an apartment located on the second floor of the building. Bubble and Squeak previously had a second facility located on Park Street in New Haven that was sold in 2021. Mr. Pellot said that there are two employees at the facility besides the owner. Mr. Pellot said that the owner, Stuart Hutchinson (spelling unknown), was away on vacation at the time of inspection, and that he has owned the business since approximately 1993. Mr. Pellot said that he is not familiar with an alternate name for the business, and only with `Bubble & Squeak.' Ms. Perry said that an inspection report would be sent to the facility. The EPA representatives thanked Mr. Pellot for his time. Ms. Donovan and Ms. Perry left the Facility at 1:06 p.m. Page 3 of 3
