V'' The Blairsville situation deteriorated to the extent that on NovemberrO-j-lS&i?-^ two state legislators from the Blairsville area introduced legislation (attached) which would prohibit the installation of A/C pipe in water supply systems in Pennsylvania. The language of the legislation, Senate Bill 1197, is identical to that of Connecticut Public Law 80-398. The bill was referred to the Joint Committee on Environmental Resources and Energy. On November 24, 1981, Staff and Counsel interviewed the firm of Tive, Hetrick and Pierce as a candidate for legislative counsel for AACPP. The firm was recommended independently bv both Federal State Reports (AACPP's legislative monitoring service) and AACPP Counsel. The firm is well connected politically and represents a number of important clients including the Tobacco Institute. Current Status Tive, Hetrick & Pierce was retained to represent AACPP before the General Assembly and state administrative agencies. The General Assembly adjourns on December 16,1981 and reconvenes on January 4, 1982. Senate bill 1197 will carry over automatically to the 1982 session. Tive reports that Committee hearings are the exception rather than the rule in the Pennsylvania legislative process. No person, political subdivision or municipal 6 authority shall install asbestos cement pipe in any water supply 7 system unless the Secretary of Health determines that the use of 8 such pipe in water supply systems does not create a public 9 health hazard. 10 Section 2. Any person, political subdivision or municipal 11 authority violating the provisions of this act shall be guilty 12 of a misdemeanor of the third degree. 13 Section 3.
