CHAMBERLAIN TRADE SALES LEAD-FREE PAINT / ` INTRODUCTION 1 The purpose of this raport is to give a brief history of the problems Involving lead-free paints and to summarize the results of the work completed in this program up to date. HI8TORT t , 1. Reference is nade to "Memorandum Report City of Baltimore - Paint Labeling Cr. dinance", June 5, 1959 by F. T. Johnson. This report summarizes the n suits of our meeting with representativas of the Baltimore Health Dept and outlines our future course of action. Our main interest at present lies in the reformulation of Interior Trad* Sales Products containing Fb in excess of 0.653$ in 'ijotsl aollda. Baltimore Health Dept, has given the Paint Manufacturers until January 1, i960 to oomply with this ordinance. Proper labeling procedures on all Pb containing paint of more than 1^ Pb in total solida la now/or has been undertaken. This letter provides a list of all the Trades Sales Products involved and emphasizes that work fcc dooe immediately on Attachment #2 of this list which represents pro ducts containing lead in excess of 0.653$ for which use on the ; interior surfaces of dwellings is suggested or `Implied by present labels. 2. dales Request for technical assistance No. WT-7A2 wes requested by P. T. Johnson July 9, 1959 "Reformulated all Trade Sales price list items to a lead-free basis". This request suggests that both a short range and a long range program be initiated. The short range program to cover all interior products with primary concentration on replacing the lead pigmentation first and long range outlook on replacing the lead driers. Volk has replied to F. T. Johnson's letter of June 5, 1959 (PARA) pg. 3 pertaining to interior products. He has classified these Interior Trade Sales items into five (5) categories aa follows: 'I Products requiring drier modification. Products requiring pigment modification. Products which a alight change In. color standard may be deslreable to permit shading with a durable pigment. *) Products which have color requirements which would be impossible to match with lead free pigmentation without a sacrifice in properties of the film. 5) Products which cannot be reformulated to a lead- free basis. Work la presently being undertaken using the priority- list of Inv. No. WT-7*2 on products in the Croups 2* category above. . *. The following comments were made on 0. R. Volks letter ty P. T. Johnson, In his letter of 8/6/59. He aseumes no problems will be encountered In Groups 1 ft 2 above. He suggests that we keep in mind when planning our work of the pending obsolescence of 60-272 #272 Harmony Pink, 75-^59*6 #226 Mandarin Red and 621-93* #126 Mandarin Red. . 7*-65922 #322 Candy Pink and ita Sevl-Gloss and Plat analogues represent a different problem in that they are mare popular oolors. Sales is Interested in seeing the nearest match ito Candy Pink In a lead-free formulation that can be made on an . economical basis. T. Johnson "Hew York City Sanitation Code - Lead r Labeling Requirements". This code puts the responsibility on : the general public in caaea where paint may be analyzed and found to have a lead content above the 1% limit. The Hew York Sanitation Dept, may order the removal and refiniahing of any Interior surface found to have an exoess of lead. It la reasonable to assume that a claim will be entered on us by the user. PRS3EHT STATUSl .,, Work was started by the writer about the middle or last *V part of July. The first step was to formulate ars&ne chromate mill base to replaoe 3^-679. It is assumed that three times as much cine chromate mill baas will be used to replace 3^-679 directly. Slnoe it la anticipated to use greater amounts of tinting base, RC-537 mas used in place of RC-oOl to improve overall drying of 1` the finished product. This mill base has been given a permanent code 37-5605 and is presently on experimental basis pending release letter. It is planned to have the plant run off a small batch and use it in a reformulated product for plant alignment purposed. The 60 line Satin Sheen Group' 2 produota in 0. R. Volfcla letter have Just been reformulated using the new sine chromate alll base. Several colors were made up in duplicate using different Coabirstions of tinting bases. Cost figures iti l's are now being calculated cm these produots and will soon be available for comment. .; It has been suggested that the writer make a batch of 60 line mill bases removing the lead driers and reolselng them with Pb free driers to check these products va standard for drying over the hart several months and to give us an idea for replacement of lead r Griers later on. At present, all Group 2 60 line produots hare less than OAO% Fb in total eollda. - NOTE: * * It should also be brought to our attention that the lab. has contacted Pigment" Dept, for consultation and suggestions per taining to this lead-free pigmentation problems. A trip to tbe tast fence is anticipated to evaluate Fb free pigments for oolor retention. 1 Continuation of the present reformulation work will pro gress in the order of suggested priority (pg.2) list.
