These bulletins along with our Technical Bulletins are to be sent routinely to our distributors and customers at your earliest opportunity. The Product Safety Bulletin was reviewed with and approved by Messrs. Charm, West, Plantamura, Manning and Biba. As new infor mation develops, the bulletin should be updated and revised. Please keep me informed of any questions that arise as a consequence of the receipt by customers of the bulletin. Also attached is a letter to Mr. Tom Balchin to respond to Mr. Bolla's inquiry of September 22, 1977 which was reviewed and approved by Mr. West. I recommend that all inquiries of this type be handled in a similar fashion but request that Mr. West and I be notified as soon as the inquiry is received. Box 1057R Morristown, NJ 07960 ASI 000012208 OCCUPATIONAL SAFETY AND HEALTH ADM INISTRAT IOfJ (OSHA) Background Vinyl chloride is a chlorinated hydrocarbon and is a gas at ambient temperatures. It has been produced in this country since 1939, and present production is in excess of seven billion pounds per year. Vinyl chloride is reacted to form polyvinyl chloride resin, more commonly known as PVC or "vinyl". PVC Resin is a solid from which many products are made, such as floor covering, pipe, siding, shower curtains, upholstery materials, etc. PVC Film, such as KRYSTALTITE , is one of the very many products made from PVC resin. KRYSTALTITE PVC Films are used in food and industrial applications. Vinyl Chloride Standard On October 1, 1974, after many months of deliberation OSHA issued a standard for the control of worker exposure to vinyl chloride and polyvinyl chloride in those operations where vinyl chloride is manufactured or handled, reacted to form the PVC resin, and the resin is packaged, repackaged, handled and mass melted as in film extrusion. The current standard does not apply to the handling or use of fabricated products made from PVC because vinyl chloride was not found by the government to be present in these operations. Fabricated products are those products including film made from polyvinyl chloride which do not require further processing at temperatures, and for times, sufficient to cause mass melting of PVC resulting in release of vinyl chloride. The KRYSTALTITE film manufacturing plant of the Plastic Film Department at Pottsville, Pennsylvania, is in compliance with current OSHA standards. ASI 000012209 FOOD AND DRUG ADMINISTRATION (FDA) Certain KRYSTALTITE PVC flexible plasticized films may be used for food handling and packaging uses in accordance with current applicable re quirements of the U. S. Food and Drug Administration. These flexible films are produced from a polyvinyl chloride basic resin having the volatility and inherent viscosity of resin for which the Food and Drug Administration recognizes a prior sanction for food contact use. Additives combined with this resin in the manufacture of KRYSTALTITE Film are permitted by current applicable statute and/or regulation. 000012210 AS I CONCLUSIONS We hope that this information will help to ensure the proper use of KRYSTALTITE pvc shrink films.
