M.D. Statk Hi;aI.th Officer January 12, 1996 iiliiai Dear FIELD!s): We received results of the pblychlorinated biphenyls (PCBs) blood tests on January 3, 1995, from Pacific Toxicology Laboratories. Your (and your children's) result and exposure level are printed below. As you know, PCBs are widely used and most people have some PCBs in their body. The lab test can not measure less than 3 micrograms per liter (<3 mcg/1). Therefore, a normal exposure level is <3 mcg/1 to 20.0 mcg/1. An elevated exposure level is 20.1 mcg/1 or more. Name. First, this does not necessarily mean that you will have health problems. Second, if you already have health problems, they are not necessarily caused by the PCBs. A meeting will be scheduled in late January or early February for the people who gave blood samples. A doctor from the University of Alabama at Birmingham, Division of Occupational and Environmental Medicine, will talk with you about health considerations of blood PCB levels at this meeting. Soil test results were mailed on December 18, 1995. The in-house dust samples are being analyzed by the U.S. Environmental Protection Agency. We will mail them to you soon after we receive them. We will finish evaluating the blood, soil, in-house dust, and questionnaires. Then we can give you proper advice on avoiding PCB contamination and a report of the exposure investigation. Dear Resident, The Alabama Department of Public Health (ADPH) collected a soil sample from your property during our environmental survey of your community. The sample was analyzed by the Alabama Department of Environmental Management (aDEM) for polychlorinated biphenyls (PCBs). The sampling results were recently received, and we would like to share these results with you. Listed below are the sample number and the sampling results. The sampling results are given in parts per million (ppm). Sample Number FIELD(label 1) ECB_Cuncentratiori (manl FIELD(concan 1) These results do not indicate that your area is heavily contaminated with PCBs. ADPH is continuing to collect PCB data around the Monsanto plant. These data will be used in a health consultation that will describe the possibility for individuals to.be exposed and any possible health outcomes that may occur. We plan to make this health consultation available to you during the spring of 1996. The PCB concentrations found on your property will be combined with other data from the area, and fowarded to the Alabama Department of Environmental Management and the United States Environmental Protection Agency. If you have further questions regarding your soil sampling results, you may contact Brian J. Hughes, Ph.D., or me at 1-800-338 8374. Sincerely, J. The sampling results were recently received from the laboratory, and we would like to share these results with you. The samples taken from your yard are above this amount. This means that the levels found in your yard are not common for the area. The United States Environmental Protection Agency currently uses one part per million as a level of concern for residential areas. Soil levels alone are not good estimates of exposure. Your exposure to PCBs will be evaluated by combining these data with the blood testing and the in-house dust sampling results. However, the blood sampling results and the in-house dust sampling results have not been received from the laboratories analyzing the samples. These results will be sent to you when the data has been received and reviewed. The concentrations found on your property will be sent to the Alabama .Department of Environmental Management and the United States Environmental Protection Agency. If you have further questions regarding your soil sampling results, you may contact Brian J. Hughes, Ph.D,. or me at 1-800-338-8374.
