We find that the alleged adverse reaction to human health does not qualify as a significant adverse reaction under Toxic Substances Control Act regulations. Therefore, we will not record the allegation as the regulations require for significant adverse reactions. We will, however, maintain the relevant paperwork in our normal work files. A copy of your letter and its attachments is enclosed with this letter for your files. On August 24, 1987, the Vista Lake Charles Vinyl Chloride Monomer plant experienced an incinerator bypass which resulted in VC emissions above the reportable quantity.
