The facility is located outside Cecil, Franklin County, Arkansas from Highway 96, then Highway 41, then right onto Highway 32 (Sandstone Ridge Road), then right onto a gas lease road at 35.388535, -93.965165. No facility representatives were present at the time of the inspection. Ms. Amy Huneycutt, Inspector Supervisor for the Arkansas Division of Environmental Quality - Office of Water Quality - Compliance Branch, was present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION EPA conducted an inspection on the Capstone Oilfield Disposal of Arkansas, LLC / Flanagan, Tom 1 SWD Tank Battery, which contained one (1) tank battery, eight (8) storage tanks for produced water, one (1) unloading containment area, and one (1) Class II saltwater disposal (SWD) injection well. For additional GPS location and photo metadata, see Appendix 1. I observed the pump house for the SWD injection well, see Photo No. 4. I observed eight (8) storage tanks inside secondary containment, see Photos No. 5 through No. 8. I observed the unloading area and pump house for tanker trucks, see Photos No. 9 and No. 10. I observed a transfer pipe with a closed valve without a cap, see Photo No. 11. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Capstone Oilfield Disposal of Arkansas, LLC being present during the inspection. There were no areas of concern at the time of the inspection. AOGC has tagged the entrance gate and the Class II injection well, and the facility is listed as "temporarily abandoned" on the AOGC website.
