Contractors were apprised of the importance of the (a) due date for proposals by November 4 (b) intention to award the proposed contract by November 10 (c) prospective mobilization by successful bidder (contractor) on or before November 17 and job completion (Phase I) on or about December 14, 1980. 2. Two sets of Technical Documents were issued to each Contractor along with the Invitation to Bid, Specification E-3588-1, and the commercial attachments noted therein (Bid Documents). 3. A general review of the bid documents and the scope of work was made to acquaint bidders with the contemplated overall work scope for Phase I and to segregate any confusion where Phase II work is shown on the Drawings, etc. Page 1 of 4 CHEVB8 5956 4. Under Appendix A10-2, the Annubars and Ex. Disp. Level Transmitters are to be deleted from this scope of work. 5. Proposals are to be made on the Proposal Sheet No. ENG-1648. Bidders to express mail one copy to Mr. Zurawel (Pasadena) and one copy to Mr. Hugh L. Kelley (San Francisco). 6. The Exhibit - Compensation Adjustment and Exhibit r Construction Equip ment were discussed. These Exhibits will be incorporated into the resulting Contract, both for any changed, added or deleted work, as well as for purpose of performing the work on Phase II. 7. Contractors were advised that Company will unload and store all Parsons-furnished equipment and materials prior to Contractor's move-in. Contractor will unload and handle any such items delivered after his move-in including any on-site transportation to and from storage or laydown areas. 8. Parsons promised to provide Chevron with copies of its purchase orders for job materials and equipment. 9. Contractors shall furnish all anchor bolts (galvanized). 10. On ISOs for field-fabricated piping. Contractors to include for fur nishing all materials except the valves. Parsons will furnish all shop fabricated piping (shown on shop ISOs). 11. Contractors to include for all incidental materials not shown as Parsons or Company-furnished, including all consumable materials. 12. Under Appendix A.09, Specification EP-310 - "Qualification of Welders" should read "EP-2200"; Refinery Instruction No. 1404 should show "Revised August 1980". Copies of both documents were handed to the Contractors. 13. For instrumentation work, the scope should include all loop testing and checkout. 14. Bidders must include in their Proposal names of their proposed instru mentation and electrical subcontractors. 15. Contractors were requested to include a "set aside" cost for furnishing and installing 100 feet of 6 ft. high vapor barrier (corrugated sheet metal, chain link and sand bags). 16. Company will make their Scott Air Packs available for this work and will provide instructions in their use. Contractor will be responsible for instructing his employees regarding Refinery work and safety rules and regulations, authorized work areas, permit requirements, etc. Daily permits for hot work will be required. All contractors present stated that they are familiar with the Refinery permit requirements based on recent work on other contracts. Page 2 of 4 CHEV B8 5957 17. Contractors are responsible for qualifying their welders. Welders qualified within the past six months do not have to be requalified. 18. The Invitation to Bid - Contract ENG-1648 and attachments were dis cussed. 'U. 19. Bidders were requested to quote construction equipment rental rates, on a "maintained and operated" basis and/or inclusive of F.0. L., wherever applicable. 20. Bidders were instructed to exclude any work shown as "hold" on the Drawings, i.e. mixing tank. 21. Contractors were advised that our current shipping promises indicate mid-November for the Decanter, pipe spools, and steam jacketed items. 22. Parsons is supplying the piping and the spray nozzles for the spargers. 23. Contractors are to be self-sufficient for all construction utilities and services except that Company will make a source location available at no cast for nonpotable water, firewater for testing, 110 volt electric power and compressed air (250 psi). Contractor to connect, extend and disconnect its own lines. 24. Broken concrete and other construction debris, spoil,, etc. to be dis posed of by the Contractor at an approved area inside the Plant limits. 25. Company will provide a; source for-any required borrow dirt for fill from an, approved! area, inside. Plant, limits. 26. The steel structure beside the Decenter Vessel will be removed and disposed of, ..except-,-that Contractor is free--to-re-use any portion for the new structure. 27. Company will make distribution of drawings, etc. issued for construc tion to the Contractor. Company will maintain responsibility for all construction matters as well as any changes or other matters involving the Contract with the successful bidder. Parsons' field representative will be responsible to the Company for field inspec tion and quality assurance. 28. Company will perform the cleaning of the sulfur basin to permit entry by Contractor. Field primer or finish painting is not to be considered as part of this work scope except that if Bidders determine that they cannot meet schedule due to lack of local facilities for galvanizing, they were instructed to advise Parsons and a painting specification will be issued, if Company elects to cover this in the subject Contract. 30. Company will make area behind the old Crude Still available for Con tractor's prefabrication, welding and materials storage requirements. A single work permit for this area will be ample. 31. Parsons will furnish bolts, nuts, and gaskets; Contractors to provide all test gaskets, strainers, test blinds, etc. Company will blind lines at the plot limits. 32. Bidders to include for all removal and replacement of insulation where shown and insulation of new equipment and piping as required. 33. Bidders are to include all steam tracing and steam piping, drains, including winterizing wherever shown or specified, including tubing and fittings. In case of any conflict the PfjlDs will govern the scope of such work. Company will provide the steam traps required' for the assemblies. 34. Bidders were cautioned that no copper-bearing materials are to be purchased for this work. 35. Parsons agreed to mark up and express mail a: new set of PfjIDs to accurately distinguish between Phase I and Phase II work items for bid purposes. 36. Although not covered during this meeting.
