("Respondent") in connection with the operation of the El Coqui Landfill located at PR-923, Km 2.5, Buena Vista Ward, Humacao, PR 00741. The FOV identifies violations of CAA Section 111, 112 and 502 for failure to comply with the "New Source Performance Standards for Municipal Solid Waste Landfills" regulations at 40 C.F.R. Part 60, Subpart WWW, violations of 40 C.F.R. Part 62, Subpart OOO (40 C.F.R. 62, 62.16710 - 62.16730) and the NESHAP for Municipal Solid Waste Landfills, at 40 C.F.R.
