Ik APPROVAL OF MINUTES OF AUGUST 31ST MEETING The minutes were approved by voice vote. HI. FINANCIAL REPORT Nora Jacobs provided a status report on the Issues Management Program budget for the year to date, noting heavier than expected expenses related to meeting time, and management of IJC and chlorine-related issues. Currently, the program is running about one percent over budget YTD. (See budget recap, attached.) IV. LONG-RANGE PLANNING A. Charter/Mission of the VI B. Committee Structure The group reviewed the charter and mission of the Issues Management Committee, its principle tasks, and the reporting relationship of IMC and the other VI committees. The group's consensus was these still accurately reflect the committee's charter. Don Goodman is monitoring this program on behalf of the VT Technical Committee. Finally, mission statements for the other VI committees were reviewed. Two action items came out of the discussion: 1) Fred Krause/Bob Burnett will determine if Bud Hall is available to represent the electrical market on the IMC. 2) Mission statements for all of the committees will be distributed with these minutes (see attached). Bach committee representative on IMC is asked to review these statements with his/her committee and report back to IMC as to whether they still reflect the work those groups are doing or need to be doing. C. VI Relationship to CCC/IGCCA Bob Burnett reviewed current activities, noting changes taking place as part of CCC's move to CMA headquarters. V. ISSUES MANAGEMENT REPORT - UPDATE A. VIGOR Bill Carroll reported that the Envirothene project has been delayed, but is still going forward, and that the committee has made arrangements for the NRT equipment to remain at Clearvue, with any related expenses to be born by those companies who use the facility for materials sorting. He also noted that the group is investigating patent issues related to the Frankel device involving technology developed by Johnson Controls. Ad Hoc Packaging Task Force Kim Malnitu reported that Edward Howard has estimated a cost oi roughly $20,000 for the next VIP Awards, with mou of that money to be scent during the 1994-05 fiscal year. Sire noted that an informal sur.ey of member companies indicates that there is support for continuing the program. After some discussion, it was a-ireed that the Awards would be discussed attain at the next IMC meeting, and that if the group agrees to support the pi eject, it will prepare a recommendation for the Board to consider during ihe upcoming budgeting cycle. (See attachments for more detail.) Kim aiso led a discussion on the value of repeating the fabricator seminars, which the Packaging Council had hosted in the past. Finally, Fred Krause noted that the Institute (through VIGOR) needs to make sure that the interests of the packaging market are protected, especially related to the issue of rates and dates, and that efforts are made to help customers understand this legislation. C. Kansas Pipe Issue Ron McCreedy reported that the task force has not yet set the date for a second meeting with EPA because preliminary phases of the project are behind schedule. In particular, it has been difficult to get data from the local water district. He stated that Dave Eckstein has asked the state to intervene and also has asked EPA to assist. Mike Barish noted that EPA has refused to intervene, but that Dave reports the issue currently is "very quiet," Various remediation options were discussed. Fred Krause stated that it's time for the task force to figure out what can be done to break the deadlock. The group also felt Dave should document the task force's due diligence efforts by sending a memo to Bob Burnett reporting on the group's attempts to move the project forward. Action Item: Fred Krause to contact Dave Eckstein and arrange a conference call of the task force so that the group can decide how to move the data development phase forward as weil as approach EPA. D. He added that the Canadian giovernment has been independently gathering its own data, so the mectin g will be mere technical that expected. He still believes that the only testing reqitired will be that associated with on-site incinerators. There was an extended discussion of whether/new to convey the Chem Risk report to U.S. EPA. The group agreed that this task force would review the contents of the proposed conveyance letter and convene by conference call the week cf No\ember 1 to resolve anv differences. CMA's position is that CONEG should not be a policy-setting agency on this issue, and hopes to remove the issue from CONEG's docket. Meredith Scheck, Bud Hall and D'Lane Wisner are preparing position papers, as requested. Most of the ad hoc group's other efforts have focused on the IJC. Fred Krause noted that approximately 15 letters concerning the IJC have been drafted by legislators as a result of the group's work. Bob Burnett reported that CCC now has a state government relations committee, and that the VI was instrumental in making that happen. Ad Hoc Pipe Task Group Mike Barish reported that UniBell has hired a field agent using the dues supplied by the VI. He next discussed the solvent cement issue and noted that some products on the shelf meet current standards. The next deadline will require doing monitoring over the next three years, and that may require more funding from the VI. Mike noted that he is concerned with the number of gasketed PVC pipe makers within PPFA, and that these members may try to duplicate UniBell's work. Mike plans to convene his task force to see if they can drive the group's direction. He noted that too many pipe groups confuse specifiers, which is why the VPs Pipe Resource Organization was established as a clearinghouse and coordinator for these various urouos. CO NiMUNTCATTONS Nora Jacobs suggested that the group use the remaining time to review the upcoming IJC meeting, and industry events/participation scheduled for it. A number of tactical issues v/ere discussed. She said that after the IJC meeting, Edward Howard plans to prepare recommendations for "after Windsor" communications activities that will be presented to the committee at its next meeting. VII.
