L, Gaaler summarizes his recent telephone conversation with Dr. Colin Harwood of HT Research Institute, concerning the survey he is making on behalf of the Illinois Pollution Control Board regarding the potential for elimination of asbestos in brake linings - Please note that/ in order to avoid answering sensitive questions. Dr. Gealer premised that be will identify an appropriate person at Ford Motor Company to whom these questions should be' addressed. Proposed Illinois Regulation Banning Asbestos in. Brake Linings On August 26, 1971, 1 received a telephone call from Dr* Colin Harwood, IIT Research, Chicago, Illinois, telephone! (AC) 312-225-9630. IIT baa been retained by the Illinois Pollution Control Board to assess tbs technical aspects and implications of the proposed regulations for tbs State of Illinois which Would control sources of asbestos and which, as now written, would prohibit the use of asbestos in the brake linings of vehicles manufactured after January 1, 1975 and sold for use In Illinois. Dr. Harwood learned from Joe Sonars of the Air Pollution. Control Office of the Environmental Protection Agency, that we are doing some work in the area of brake Unlng emissions sampling, and w&b referred by Hr. Scsners to me. Hr. Somers is involved in the SPA contract for sampling of brake lining emissions recently awarded to Bendix Research Laboratories. Dr. Harwood is In tbs process 0if gathering information pertinent to his assignment--what is known about asbestos in brakB lining emissions, what is the state of the art relative to substitutes for asbestos composite brake linings, etc. Be had already spoken to people at General Motors end at Kt. Sinai School of Medicine of the City University of Hew York. I told bin what experiments ve are doing and what experimental techniques va bad used or planned to use, but indicated that ve bad no results completed as yet. I indicated that in our narrov scope program (compared with the Bendii EPA program), va had collected the airborne Wear dust generated on a brake dynamometer under nomad stopping conditions, with peripheral experiments under break-in and high temperature conditions, and that ve are in the process of examining tbs samples for asbestos. I mentioned that the method of preparing the sample a for electron mioroscoplc examination is not clear but that ve planned to use as one technique a method learned through consultation with the researobers at Mt. Sinai School of Medicine. Vith this technique, the ability of other Wear debris in tbs sample to conceal asbestos fibers is elisilnated, so that a 'true measure of total mass of asbestos fiber may be expected, but the original fiber bundle size distribution la destroyed. 010112 80GU 1339 produced BY ford -2Dr. Harwood then asked if ve were doing any work oa brake lining formulations not containing asbestos. 1 indicated that we were exploring that area, but that to date* I do not know of any such materials which can satisfy the performance requirements under all operating conditions.
