RECE VED DEC 1 1983 TO: Akron - H. E. Jewett R.W.U*indrle 47Tf/vr/0/v E. K. Kolinek, R. V. Laundrie INTER-ORGANIZATION FROM. R. L. Jackson DATE: December 13, 1983 cc: H. Graff W. Staples RECEIVED DEC 16 1983 ft W. Laundrie SUBJECT: Ashtabula Manning Reference: 11/18/83 Memo R.L. Jackson to H.E. Jewett "Manning Requirements" Since my last referenced note, I have more concern over manning requirements. Unless Ashtabula increases manning to a mmimum of two (2) EPA Assurance Coordinators, this facility risks a strong possibility of being issued a NOV on leak detection and correction. Moreover, a minimum of one (1) Technical Supervisor is desperately needed for quality assurance in the production area. This position is needed to alleviate the work load on the process department in which Ashtabula presently has only one (1) degreed Chemical Engineer. As one can see, this is a change from the previous memo. This is not that I have reconsidered the plant's position and can justify the change to less manning; but, rather I feel that five (5) people (3 EPA Assurance Coordinators, 2 Technical Supervisors) may be unrealistic with our present business climate, and that Ashtabula may be able to "survive" with three (3). **'"J*t> Vi.*.
