Filed comments with the U.S. Environmental Protection Agency on a number of items including: C a) Effluent Limitation Guidelines Rulemaking for the Organic Chemicals, Plastics, and Synthetic Fibers Point Source Category. b) Notice of Intent to list Ethylene Dichloride as a hazardous air pollutant under Section 112. Comments focused on a source assessment document - "Survey of Ethylene Dichloride Emissions Sources". c) Assessment of Carbon Tetrachloride as a potentially toxic air pollutant. Comments focused on source assessment document - "Survey of Carbon Tetrachloride Emission Sources". d) Assessment of Trichloroethylene as a potentially toxic air pollutant. Comments focused on source assessment document - "Survey of Trichloroethylene Emission Sources". 2. Met with Formosa Plastics Corporation regarding the Consent Order requirements agreed to by the corporation and the Delaware Department of Natural Resources and Environmental Control . Subsequently, reviewed final submission of corporation. Meeting held with the Secretary of the Delaware DNRECi 3. Established Safety Award Statistical Program on a plant-by-plant basis based on best performance during a calendar year of OSHA recordables. 4. Participated in agency activity related to NRDC vs. EPA, involving the Natural Resources Defense Council's challenge to EPA's January 1985 withdrawal of the Agency's 1977 proposal to amend the vinyl chloride standard. 7. Have begun preparation of proposed industry paper on recommendations regarding vinyl chloride storage, shipping and handling. 8. Renamed the Manufacturing Practices Committee to more accurately reflect the scope of its interests and activities. FUTURE PROGRAMS AND ACTIVITIES 1. Continue to follow and participate in regulations affecting industry. 2. Establish information base regarding environmental impacts associated with land disposal of PVC solid waste. 3. Publish industry guidelines for the storage, shipping and handling of vinyl chloride. 4. Develop and maintain VCM - NESHAPS Compliance Registry. CTL016911
