Airy Terminal LLC Inspection Date 4/20/2022 PURPOSE OF THE INSPECTION EPA inspectors Sarah Frey (Region 6) and Chris Williams (Headquarters) accompanied by Richard Helmich (National Enforcement Investigations Center, "NEIC"), David Mahoney (NEIC), and Ali Gitipour (Office of Research and Development) arrived at the MPLX/Pin Oak Terminals, LLC Mt. Airy Terminal LLC at 2:10 pm on April 20, 2022 for an unannounced inspection. We were accompanied by Louisiana Department of Environmental Quality inspector Brandon Saunier. We met with John David Neal, Terminal Manager, and Patrick Williams, Field Safety. Credentials were presented to John David Neal and we informed him that this was an EPA inspection to evaluate potential sources of excess emissions using EPA's Geospatial Measurement of Air Pollution ("GMAP") vehicle and evaluate compliance with the facility's Title V Permit and the Clean Air Act. The scope of the inspection is a partial compliance evaluation ("PCE"). This inspection occurred as part of the Administrator's Multi-Scale Monitoring Project called the Pollution Accountability Team ("PAT"). FACILITY DESCRIPTION The Mt. Airy Terminal is a liquid storage terminal that operates under Permit Number 2580-00051-V1 issued February 6, 2020. Section II - OBSERVATIONS The NEIC GMAP was driven by Mr. Mahoney and the instruments were operated by Mr. Helmich and Mr. Gitipour. A facility representative, Mr. Williams, was present in the GMAP. Inspectors Dr. Frey, Mr. Williams, and Mr. Saunier were escorted in a facility vehicle by Mr. Neal. Mr. Neal led the GMAP throughout the tank terminal, where air pollution data was collected and recorded. A full report from the GMAP will be issued by NEIC at a later date. Downwind of Tank 110-20, Volatile Organic Carbon ("VOC") emissions were detected intermittently between 200 and 300 parts per billion ("ppb"). Mr. Neal identified the contents of the tank as Vacuum Gas Oil and confirmed the tank was static, not being loaded or unloaded. Mr. Williams recorded two videos using an Optical Gas Imaging ("OGI") camera. The videos show intermittent hydrocarbon emissions exiting the fixed roof tank from the center conservation vent. See Videos 1 and 2. Downwind of Tank 150-2, VOC emissions were detected between 900 and 1000 ppb. Mr. Neal identified the contents of the tank as gasoline and confirmed the tank was static, not being loaded or unloaded. Mr. Williams and Mr. Helmich attempted to locate the source of the emissions using OGI cameras, but were unsuccessful. The tank was equipped with an internal floating roof. Section III - AREAS OF CONCERN Richard Helmich, Sarah Frey, and Chris Williams conducted a closing conference at MPLX Mt. Airy Terminal LLC at 4 pm on April 20, 2022 for the inspection. Dr. Frey confirmed that the OGI videos taken would be subsequently shared with the facility electronically. We observed no areas of concern at the time of the inspection. Section IV - FOLLOW UP No additional information was received by EPA after exiting the Facility on April 20, 2022.
