Hi Doug and Darcy,
As I mentioned below, I have been in touch with Carlos Braceras, the Director of Utah DOT, and Randy Jefferies of UDOT who is overseeing the West Davis Highway project. The attached document gives an overview of the issues they have run into with the Corps and EPA (most recently a December 2017 comment letter stating they are not meeting proper 404 guidelines). This is a great example of an infrastructure project that has been delayed despite years of consultation during the NEPA process and collaboration across state governments/ federal agencies. Additionally, the project funding has been appropriated and this has been an ongoing conversation for 8 years.
The Speaker of the House in Utah flagged this with Administrator Pruitt last week and I want to make sure we give it our full attention. I'd like to start by setting up a conference call for either tomorrow or early next week. Doug, please let me know a time that would suit your schedule.
