2. Introduction
a) The primary purpose of this inspection was to collect onsite pollutant measurements of the outside air using the Geospatial Measurement of Air Pollution (GMAP) vehiclemounted instruments. Elizabeth Sanchey, the Program Manager for the Yakama Nation Environmental Management Program, was made aware of the inspection beforehand and Terry Ganuelas, Air Quality Technician, and Katie Swan, Air Quality Specialist, of Yakama Nation participated in the inspection.
b) Mr. Ganuelas had called in advance to provide notice and coordinate the GMAP inspection with the facility.
3. Inspection Elements and Field Observations - August 10, 2023
a) We arrived at the facility around 11:06 and met Ms. Heintzman and Mr. Peters at the facility office.
b) Opening Conference - The opening conference was held informally in the facility office. We explained the purpose of the inspection as described above, and I presented my inspector credentials.
c) GMAP Mapping - Following the opening discussion, we returned to the GMAP vehicle in the facility parking lot. Mr. Peters joined us in the vehicle during mapping, and Dr. Myers provided an explanation of the pollutant and geospatial measurement capabilities of the equipment. No concentrations notably higher than background were detected for any pollutants during mapping onsite at the facility. Concentrations of benzene above background were detected while the GMAP vehicle idled near the entrance gate of the facility upon arrival. The data collected by the GMAP vehicle is included as Attachment 2 to this report, and consists of a .kml mapping file which can be opened using Google Earth to show the measurement results visually.
4. Closing Conference
a) A closing discussion occurred in the facility office with Ms. Heintzman and Mr. Peters as well as Terry Ganeulas and Katie Swan following the conclusion of mapping activities.
b) I provided a brief overview of the EPA Region 10 compliance and enforcement process and discussed the timeline for issuance of the inspection report.
We departed the facility at around 12:15 following the closing discussion.
