He (Womack) a d v i s e d ( Chemt rec) t h a t t h e e a s i e s t method o f c o n t r o l was t o c o v e r t h e c a r w i t h s a n d , and t o b u i l d d i k e s f o r t h e c o n t a i n m e n t o f any l i q u i d . I t was e s t a b l i s h e d t h a t t h e tank car contained 20,000 gallons of m aterial. STARZYK: A t 2 : 3 0 a . m . , 1 / 1 1 / 7 9 , I was n o t i f i e d by t h e N i g h t S u p t . o f a l e a k i n g tank car in Sturgeon, M isso u ri, approximately 20-25 m iles n orth o f Columbia; population 787. At th a t time I c a lle d P hil K ir k , informed him o f t h e i n c i d e n t and t h a t I was l o o k i n g f o r someone t o g o - w i t h me. KIRK: I n o t i f i e d Dave M e t h e r d by t e l e p h o n e o f t h e i n c i d e n t a b o u t 15 m i n u t e s a f t e r Joe S t a r z y k c a l l e d me. I passed a l o n g t h e i n f o r m a t i o n and t o l d him Joe S t a r z y k and 1 w ould be l e a v i n g as q u i c k l y as p o s s i b l e . STARZYK: A t a p p r o x i m a t e l y 3 : 3 0 , we met a t t h e p l a n t and r e c e i v e d d i r e c t i o n s from th e N ig h t Supt. as t o the' l o c a t i o n o f th e d e r a i l m e n t / a c c i d e n t . Our d i r e c t i o n s were t o proc eed n o r t h on Route 63. The r a i l r o a d t r a c k s run a d j a c e n t t o Route 63 and we were t o l d we w o u l d be a b l e t o see t h e c a r upon a r r i v a l i n S t u r g e o n . We p r oc ee ded t o S t u r g e o n , b u t no c a r was v i s i b l e . (WES) was a l r e a d y on t h e scene on b e h a l f o f t h e N & W Railroad (6:00-- 6:30 a.m., 1 /1 1/79-) KIRK: At th a t p o i n t , Joe S ta rz y k and I went im m ediately t o the tan k car t o v e r i f y t h a t i t was o u r c a r , c o n t a i n i n g o u r p r o d u c t . Upon e n t e r i n g S t u r g e o n , we n o t i c e d a ` s t r o n g OCP o d o r . We d e t e r m i n e d t h e p r o d u c t was o u r s . We n o t i c e d the o d o r about a m i l e from the scene. Most o f the c o n t e n t s had leaked o u t The t r a i n had been head ing west on the n o r t h e r n t r a c k o f a t w o - t r a c k sys tem Joe S t a r z y k walked the t r a c k and found t h a t the s p i l l had covered one q ua rte r to o n e -h a lf m ile along the south side o f the tra c k , between the r a i l s and a p p r o x i m a t e l y 6 - 10 f e e t on t h e s o u t h s i d e o f t h e r a i l . T h e r e w er e no p o o l s o f m a t e r i a l v i s i b l e . The hope was t o be a b l e t o reopen t h e l i n e as q u i c k l y as p o s s i b l e . In o u r o b s e r v a t i o n t h e r e was no a p p a r e n t damage t o t h e . r a i l s a t t h e p o i n t o f t h e i n i t i a l i n c i d e n t - - w h e r e i t f a i l e d . T h er e was no v i s i b l e b r e a k o r any o t h e r o b s t r u c t i o n on t h e t r a c k s . We c o u l d see n o t h i n g in d ic a tin g what caused the wheels o f the cars to f o ld under. At the a r e a , t h e t e m p e r a t u r e was a p p r o x i m a t e l y 5p F. Wind was f r o m t h e E a s t . There were 2 -6 in ch es o f snow on the gro un d . STARZYK: Upon l o o k i n g a t t h e c a r , t h e f r o n t ( o r w e s t ) d r a w - b a r was m i s s i n g . A l s o , the f r o n t t r u c k o f th e c a r was shoved e a s t toward the c e n t e r o f t h e c a r . One s e t o f w h e e l s was m i s s i n g . As I w a l k e d t h e t r a c k , t h e m issing set o f wheels and the. d raw -bar were found w i t h i n 50' o f the i n i t i a l s p i l l . A pp ro xim a te ly 6 ` from the west end o f t h e - c a r , the bottom o f t h e c a r b u b b le d upward and i t appeared t h a t t h e e x t e r n a l I n s u l a t e d s h e l l had been p un ctured a t the weld . T h is is where the c o n te n ts had poured o u t . KIRK: Dead c e n t e r on t h e b o t t o m o f t h e c a r , I o b s e r v e d w h at a p p e a r e d t o be a p u n c tu r e /r ip in the bottom outer s h e l l , apparently caused by a wheel or p a r t o f a t r u c k ( e x t e r n a l s h e l l . ) We d i d n o t see t h e f a i l u r e i n ' t h e in te rn a l, tank its e lf. KIRK: A t a p p r o x i m a t e l y 7-*00-- 8 : 0 0 a . m . f a f t e r t h e o b s e r v a t i o n on t h e s i t e , we p roc eeded back t o t h e Command C e n t e r a t t h e S t u r g e o n F i r e D e p a r t m e n t . Upon e n t e r i n g t h e Command C e n t e r , someone commented t h a t t h e t e c h n i c a l p eo p le were h e r e . A t t h i s t i m e 1 was approached by t h r e e o r f o u r p e o p le f r o m t he news m e d i a . T h e r e wer-*a_ f l u r r y o f q u e s t i o n s r a n g i n g f r o m wh at is the m aterial to what are the health hazards. I responsed inform ing them t he m a t e r i a l was OCR. They ask ed i f t he m a t e r i a l was s c a t t e r e d everywhere wh er e t h e m a t e r i a l was. I t o l d them t h e m a t e r i a l was c o n t a i n e d i n d i t c h e s a l o n g s i d e t h e t r a c k s , and t h a t i t was s t a b i l i z e d and not flow ing anywhere. BASILE: A t a p p r o x i m a t e l y 8 : 0 0 am on 1 / 1 1 , I t a l k e d w i t h Don M a y e r , h a v i n g h e a r d t h e r e p o r t on the r a d i o o f t h e c a r b o l i c a c i d s p i l l which had taken p l a c e n e a r S t u rg e o n . Th at is when 1 became aware t h a t i t ' w a s n o t c a r b o l i c a c i d and we needed t o g e t i n v o l v e d . My f i r s t c a l l was a t 8 : 1 7 a . m , .t o J e f f Waldbeser a t t h e Queeny P l a n t , f o r the purpose o f i d e n t i f y i n g M i s s o u r i Depart ment o f N a t u r a l Resources (DNR) c o n t a c t s , and t h e name I was g i v e n was R i c k R o b e r t s , S e c t i o n C h i e f f o r Hazardous Wast e, M i s s o u r i DNR. We brainstormed tha t a possible s ite fo r disposal of the cleanup m aterial m i g h t be t he ChemDyne ^ f a c i l i t y a t W r i g h t C i t y , M0. A t 8 : 2 3 a . m . , I t r i e d to c a l l R i c k R o b e r t s . He was n o t i n h i s o f f i c e . 1 spoke w i t h a n o t h e r f e l l o w by t h e name o f Rob P a t t e n f o r t . He t o l d me t h a t M0 DNR di-d n o t have t h e e x p e r t i s e t o t e c h n i c a l l y as ses s t h e s i t u a t i o n and r e f e r r e d me t o U . S. EPA ( Regi on V I l ) in Kansas C i t y , M0. C o n t a c t t h e r e was a Mr. S c o t t R i c h e y . A t 9 : 1 5 1 c h ec k e d w i t h Hap H o r n e r , WGK C h i e f C h e m i s t , a b o u t t h e p o s s i b i l i t y f o r c h e m ic a l r e a c t i o n i n p l a c e u t i l i z i n g p o t a s s i u m per ma nga nte. I t was j u d g e d i m p o s s i b l e s i n c e an aqueous s o l u t i o n o f p o t a s s i u m per ma ng ana te would be r e q u i r e d * We p r o b a b l y w o u l d n o t g e t much r e a c t i o n and t h e s o l u t i o n m i g h t we' l l f r e e z e . At 9:25 a.m. I c a l l e d back to H a rry Gilm er and a d v is e d him t h a t I had ^ . j u s t l e a r n e d ( f r o m Don Mayer) t h a t t h e s p i l l was a p p r o x i m a t e l y 1 9, 000 + g a l l o n and o f o u r recommendation a g a in s t t r y i n g t o c h e m i c a l l y r e a c t u t i l i z i n g the potassium permanganate. Mr. Gilm er suggested th a t i f any o f th e m a t e r i a l needed to be t r a n s p o r t e d i t p r o b a b l y s h o u l d be drummed. A t 9 : 3 0 a * m . , 1 r e c e i v e d a c a 11 back f r o m S c o t t R i c h e y . He asked i f we c o n s i d e r e d m a t e r i a l r e c o v e r y . A t 9 : 5 0 a.m. I c a l l e d M i k e P T e r l e , MCI E n v i r o n m e n t a l , t o adv.ise him o f t h e s i t u a t i o n . A t t h e same t i m e Howard C u r t i s a d v i s e d me t h a t , t o t h e b e s t o f o u r k n o w l e d g e , a l l o f t h e m a t e r i a l had gone I n t o t h e ground and r e c o v e r y was n o t p o s s i b l e s i n c e we do n o t have the necessary equipment f o r handling contaminated s o i l , chat, e tc . ' A t 9 :5 5 I c a l l e d Mr. Richey and a d v i s e d him o f no r e c o v e r y o p t i o n a t o u r , location. A t 10: 20 I c a l l e d R i c k R o b er t s f r o m M0 DNR and r e i t e r a t e d t h a t t h e m a t e r i a l was 0CP. They were s t i l l c a l l i n g i t c a r b o l i c a c i d a t t h a t t i m e . I asked about the p o s s i b i l i t y o f ^ u t i l i z i n g the W right C ity l a n d f i l l lo c a tio n f o r d i s p o s a l and was a d v i s e d t h a t ' w e * w o u l d need t o c o m mu n i ca t e w i t h t h a t f a c i l i t y , and t h a t WES s h o u l d c o o r d i n a t e s u p p l e m e n t a l p e r m i t r e q u i r e m e n t s t h r o u g h Rob P a t t e n f o r t . In l i e u o f c o m p l e t i n g t h e w r i t t e n s u p p l e m e n t a l p e r m i t r e q u i r e m e n t s , v e r b a l a u t h o r i z a t i o n f r o m M0 DNR c o u l d be g i v e n . I t was a m a t t e r d e p e n d i n g on how f a s t t h e c l e a n u p p e o p l e f r o m WES w an te d t o proceed. At 10: 30 t h e r e was a m e e t i n g I n t h e P l a n t M a n a g e r ' s c o n f e r e n c e room. Phil K ir k c a lle d in sim u lta ne o usly from the scene and confirmed th a t a l l 20,000 g a l . was on the gr ound, t h e e n t i r e town had been e v a c u a t e d , he had a d v i s e d WES t o measure f o r TLV and t h a t t h e r e m i g h t be some p o s s i b i l i t y f o r n e u t r a liz a t io n w ith c a u s tic soda. F u rthe r d is c u s s io n in th a t meeting, caused Joe W o l f s b e r g e r and m y s e l f t o be put on a l e r t f o r t h e p o s s i b i l i t y t h a t i t m i g h t be n e c e s s a r y f o r us t o go t o t h e scene t o p r o v i d e a i r s a m p l i n g , and w a s t e d i s p o s a l e x p e r t i s e . A t t h i s t i m e I knew Bob N e u n r e i t e r was en r o u t e t o t h e scene and I was awaiting h is a r r iv a l before making fu rth e r press releases. Immediately f o l l o w i n g , Channel 4 news made t h e i r h e l i c o p t e r a v a i l a b l e t o m y s e l f , t h e NW R a i l r o a d p e r s o n n e l , and WES. We w e nt up i n t h e h e l i c o p t e r t o s u r v e y t h e s p i l l s c e n e . From t h e a i r we c o u l d see w h e r e t h e s p i l l had s t a r t e d . a t t h e c r o s s i n g . We c o u l d see a s l i g h t o r ang e c a s t on t h e snow on t h e south side o f the tra c k s , fo r a distance o f approxim atley 1,000 yards. A f t e r l a n d i n g , I o b t a i n e d a 35 mm camera f r o m a news r e p o r t e r . A t t h a t t i m e we t o o k a p p r o x i m a t e l y 20 s h o t s o f t h e r a i l c a r and t h e e n t i r e s i t e . I t he n w e n t b ac k t o w a r d t h e Couniand C e n t e r and met Bob N e u n r e i t e r as he a r r i v e d , a p p r o x . 11 : 30-- 12: 00. A t a p p r o x i m a t e l y 1 1 : 0 0 a . m . , t h e WES o n - s c e n e r e p r e s e n t a t i v e , r e q u e s t e d t h a t M o ns an to send F r a n k and J o e . By t h e t i m e I passed :t h i s r e q u e s t on t o t h e p l a n t , F r a n k and' Joe w er e a l r e a d y on t h e i r way. I was a p p r o a c h e d by s e v e r a l p e o p l e f r o m t h e p r e s s . Bob N e u n r e i t e r , C o r p o r a t e P . R . , was n o t y e t on t h e scene and my comments t o t h e p r e s s i n c l u d e d ' w h at t h e m a t e r i a l was-- 0CP; t h a t t h e m a t e r i a l was c o n t a i n e d i n t h e d i t c h e s a l o n g s i d e t h e t r a c k s . 1 was as ked by WES a b o u t s a f e t y p r e c a u t i o n s f o r t h e i r p e o p l e and 1 t o l d them and the p r e s s , 't h a t the o n l y immediate s a f e t y hazard I saw was ' f o r p e r s o n n e l i n c o n t a c t w i t h t h e l i q u i d a t t h e s c e n e . 1 was ask ed q u e s t i o n s by t h e p r e s s r e l a t i n g t o h e a l t h h aza rd s i n t h e e v a c u a t e d a r e a . My comments were t h a t t he town was e v a c u a t e d by p e o p l e unknown t o me and i t was a s a f e t y p r e c a u t i o n . The EPA and N S W R.R1. w o u l d have t o make a d e c i s i o n on t h e re h a b ita tio n o f the town. At th a t time to avoid f u r t h e r que stio ns, I r e t u r n e d t o t h e scene o f t h e s p i l l w h i c h was a h a l f - m i l e f r o m t h e Command Center. STAR2YK: The NSW Foreman, ( t h e man who was g o i n g t o g e t t h e c a r bac k on t h e t r a c k s ) i n s p e c t e d the c a r and w h i l e d o i n g so, go t c h l o r o p h e n o l on h i s hand and s l e e v e and s u f f e r e d a s l i g h t b u r n . He was t o l d t o wash w i t h w a t e r and have a n u r s e o r p h y s i c i a n l o o k a t i t . We h ea r d t h r o u g h some s o u r c e t h a t i n a d d i t i o n t o t h e i n j u r e d man, two o t h e r p e o p l e ( f i r e m e n ) r e p o r t e d t o t h e h o s p i t a l f o r o b s e r v a t i o n , w i t h coughing and lung i r r i t a t i o n . To o u r know ledge they were not h o s p ita liz e d . A t t h a t t i m e we c o n t a c t e d Howard C u r t i s a d v i s i n g h i m o f o u r a r r i v a l , and what we had seen f r o m o u r f l i g h t o v e r t h e a r e a . A t t h i s p o i n t we had i d e n t i f i e d t h e l o c a t i o n w h e r e t h e c a r had been t a k e n . We t h e n r e n t e d a c a r and d r o v e t o t h e m o t e l t o c a l i b r a t e o u r pumps. We had decided to r e t a i n the p i l o t s t o f l y o u r samples back to the lab a f t e r .they had been c o l l e c t e d . The p i l o t s accompanied us t o t h e motel > wh e r e t h e y w a i t e d f o r t h e samples ( 3 : 0 0 -- 3 : 3 0 ) . A t a p p r o x i m a t e l y 4 : 1 5 pm, we l e f t t h e m o t e l f o r t h e a c c i d e n t s i t e . A r r i v a l was a r o u n d 4 : 5 0 . We checked in w ith the o th e r Monsanto personnel a t the s i t e and set out i m m e d i a t e l y t o l o c a t e pumps t o b e g i n s a m p l i n g . A f t e r s e t t i n g t h e f i r s t t h r e e pumps, Joe S t a r z y k , P h i l K i r k and 1 r e t u r n e d t o t h e motel t o pack up a d d i t i o n a l sa m p li n g equipme nt w h ic h had been l e f t e a r l i e r t o co m p le te battery charging. KIRK: At approx. 12:30-- 1:00 p .m ., 1/11, I c o n ta c te d .the p la n t and advised them t h a t Bob N e u n r e i t e r was on t h e scene and w o u l d be h a n d l i n g p r e s s r e l e a s e s . ' Bob had a r r i v e d a t a b o u t 1 0 : 3 0 a . m . I c o mmu ni cat ed w i t h Don Mayer and was t o l d t o r e f e r t e c h n i c a l q u e s t i o n s on n e u t r a l i z a t i o n t o Dan Lynch o f t h e WGK l a b . Dan Lynch was p u t on s t a n d - b y . I was g i v e n h i s , home phone number and I was t o c o n t a c t t h e WES C h e m i s t , Mr . S t e v e M e i t h and t e l l h im t o g e t i n c o n t a c t w i t h Dan Lynch a t t h e p l a n t t o d i s c u s s n e u t r a l i z a t i o n procedures. Upon a r r i v a l a t N&W's y a r d , we w e r e met by Mr. Ted M a r l o t t e , C l a i m s A g e n t f o r N&W, who r e q u e s t e d t h a t we s i g n l i a b i l i t y r e l e a s e f o r ms f o r o u r p r e s e n c e on t he p r e m i s e s . We d i d so and t h e n o b s e r v e d t h e t a n k c a r . The t a n k c a r was l y i n g on i t s s i d e such t h a t t h e p u n c t u r e f r o m w h i c h t h e l e a k o c c u r r e d was up in t h e a i r . The p u n c t u r e i t s e l f had been f i l l e d w i t h u r e t h a n e foam f o r o d o r c o n t a i n m e n t . We w e r e t o l d t h a t w h at m a t e r i a 1 ' r e m a i n i n g i n s i d e t h e c a r had s o l i d i f i e d . We d i d n o t v i s u a l l y i n s p e c t t h e i n s i d e o f t h e c a r t o d e t e r m i n e same. As o u r d i s c u s s i o n c o n t i n u e d w i t h Mr . M a r l o t t e , he e x p l a i n e d t o us t h a t the r a i l r o a d has, a t t h i s p o i n t , d e te rm in e d t h a t t h e r e was a y o ke a s s o c i a t e d w i t h t h e c o u p l e r mechanism w h i c h f r a c t u r e d , allow ing the coupler to proceed forward thus a llo w in g the connecting pin between the two to drop o u t . The t h e o r y Is t h a t t h i s is what u l t i m a t e l y led t o the i n c i d e n t . At f i r s t the r a i l r o a d had s e t o u t to re vie w the p o s s i b i l i t y t h a t t h i s c o n n e c ti n g ^ p jn had i t s e l f broken. They c o n s u lt e d w i t h a U n i v . o f Mo. Mech. E n g r . P r o f e s s o r whose s p e c i a l t y i s m e t a l l u r g y , and h i s j u d g e m e n t was t h a t t h e r e was no way t h a t t h i s p i n c o u l d have broken since . it is approx. 1 foot in length times 3 inches in diameter. Based on t h i s judgement the r a i l r o a d people went back and looked again and disco vere d the broken yoke. We t o o k some p h o t o g r a p h s o f t h e t a n k c a r i n p l a c e . A t t h a t t i m e we requested the ra ilro a d people to prepare six lengths of l i inch pipe f o r the purpose o f ta k in g s o i l core samples back a t the scene o f the s p i l l in the v i c i n i t y where cle anup has a l r e a d y o c c u r r e d . The purpose o f t h i s r e q u e s t was t o t r y t o a s s i s t WES i n a s c e r t a i n i n g t h a t t h e y have- e f f e c t i v e l y removed a l l o f t h e m a t e r i a l .
