Executive Director -Texas Air Control Board 6330 Highway 29(3 East Austin, Texas 78723 August 7, 1981 T-J- fie, Dear Mr. Stewart: ABSTRACT The Celanese Chemical Company, Inc., plant at Bishop is conducting an "emergency renovation" on one of its power boilers. Boiler No. 11 developed a "hot spot" on the outer wall casing and was shut down for repair. Inspection of the insulating material showed that it was mineral wool, however, below the mineral wool layer was another layer of insulation which may have contained asbestos. Since work was in progress when this other layer of insulation was discovered, a decision was made to handle it as if it was the asbestos-containing type. All necessary precautions were taken during the removal of the insulation. ____ _______ _- This "emergency renovation" work was started on August 7, 1981. The insulation was removed and landfilled in the designated asbestos landfill located on the plant site. All precautions outlined in 40 CFR 61.20-61.25 were observed. This letter will serve as a notification of this work, as required by 40 CFR 61.22 (d) (2). The attached data sheet lists all the pertinent data.
