Perdue, Jr. TML-- Discussions with Surgeon General New York New York February 1, i 960 This will confirm the advice I have given you of the outcome of Dr. Kehoe*s discussions in Washington with representatives of the Office of the Surgeon General at a conference held last Friday. Dr. Kehoe advised that the representatives of the Surgeon General have decided that the matter should be carried to the Surgeon General himself for a final decision. This decision is prompted by three factors, namely A. The fact that both the Occupational Health and the Air Pollution groups in the Office of the Surgeon General have been involved. , B. The factor of relations with state authorities. C. The possible involvement of the matter in foreign countries. Accordingly, the matter will pass up through the Bureau of State Services to the Surgeon General. Dr. Kehoe does not expect to encounter any opposition, but he has advised that it may take a couple of weeks before the necessary clearance has been obtained. The present viewpoint of those in the Office of the Surgeon General is that there will be no public statement issued by that office, although this might be reversed by the Surgeon General.
