Hourly Safety Committee Recommendations A. Mr. Nlsbet presented the Justification for the additional trackage In the west portion of the plant. Since the major portion of this trackage is planned in the next several years anyway, the PAFE for Installation now will be processed for approval. B. Safety Program Need Advertising The Hourly Safety Committee has submitted their preference of subjects to be used for safety bulletins, and these will be prepared by the Safety Department for posting. These will be done on an approximate schedule of every other week and will be approved by Mr. Chamberlin prior to posting. C. Hazard Information On Bulletin Boards Mr. Wood presented a proposal for the type of bulletin board to be used and this design has been reviewed by the superintendents. The security problem of posting such information was discussed and it was felt that the information can be made useful for the purpose without Infringing on security. This hazard information is to be prepared by the operating ana maintenance supervisors of the incident areas. Mr. Gilmore will act as coordinator to tie these together for final approval by the Board. In addition, the Hourly Safety Committee has suggested that the plant color code be corporated as part of this Informa tion. Mr. Gilmore will prepare a color code sheet for use on these boards. 2. Procedure for Work on Electrical Devices This Item was tabled at the meeting of March 14 but the Plant Manager asked the Safety Director to reconsider this procedure. Plant Vehicular Traffic Approval has been received from the city of Texas City for the rerouting of trucks on city streets around the north edge of the plant. This has been in force for a short period and it is generally agreed that it has Improved the situation and mark edly reduced the inplant traffic. Mr. Gilmore alerted the Board of the traffic problem resulting from the current shutdown, stating that many of the streets In the west portion of the plant will be blocked and that every effort should be made to keep these streets open* 4. Safety Bulletin Boards Bulletins on Fir and Entry Permits, Fire Protection Inspections and Ladder Safety Chains have been prepared and posted on the safety bulletin boards. NEW BUSINESS 1. Hourly Safety Committee Recommendations The recommendation for the inclusion of the plant color code on the hazard bulletin boards in the various areas is discussed above. 2. Safety Program - 11 You Are Your Brother*3 Keeper." It was announced that the slide program on the above theme is being completed and will be shown during the latter part of April to supervision. At this time the characters, "Monty" and ^Santo," will be introduced to the plant as reminder gimmicks in this program. The painting of these cartoon characters on the water tank southwest of the shops' building was approved. Due to difficulties in scheduling and obtaining programs which we had hoped to present, the superintendents have been asked to submit items or suggestions for material to be used for a general meeting which will be held the last quarter of the year. 3. Monsanto Fire Protection Policy Mr. Chamberlin has requested that comments on this policy be submitted to him by April 18. 4. Housekeeping Inspection Committee The Housekeeping Committee appointed by the Board consists of the following: Mr. H. M. Keating, Chairman; Mr. Albert Boone; and Mr. J. W. Miscellaneous Items Mr. Gilmore presented two Ideas for vacation safety promotion, a litter bag with appropriate messages and a National Safety Council pamphlet. The Board Instructed Mr. Oilmore to determine the cost of the litter bag as this was considered a preferred promotional Item. As a result of the lost-time injury in March, the Idea of com pulsory use of safety shoes was discussed. Reasons for our not having a compulsory program were outlined. It was suggested that a program stressing the value of safety shoes and safety equipment In general would be a good program for the last quarter of this year. Also, the Hourly Safety Committee should be ap proached to help sell the voluntary shoe program. A notice describing five near-mlsses during the month of March was given to each superintendent for his use as safety meeting material. Mr. Chamberlin emphasized the need for Improved safety awareness within the plant. He pointed out that In the various phases of our Jobs we are expected to exercise control and safety, an Im portant phase of our Jobs, requires that we exercise control also.
