If suoh la the case, we want to review with you once again the desirability of discontinuing their use. In May, 1972 the Federal Ooveraaent's Task Force on PCBs reooaaended against the use of PCBs as heat transfer fluids. Enclosed la a sunnary of their proposals. Also enolosed is a oopy of a Wall Street Journal article highlighting restrictive action proposed by the FDA. In April, 1972 our Mr. Papageorge sent a letter addressed to the "Plant Manager" of your Springdale plant. You may want to review this letter (oopy enolosed) for additional background on this PCB subjeot. We want you to be aware that some Federal and state agencies are sampling plant effluents and marine life looking for, among other things, PCB chemistry. If PCB is found, the agencies tend to determine the PCB source. In light of the above, we believe you should seriously oonsider converting your Thensinol PR system. We would appreciate your reviewing this matter with your management and advising me of your plans to convert.
