Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 128 North Main Street Ellijay, Georgia 30540 Inspection Date: July 19, 2022 Facility Programmatic ID 3601452480 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Tony Spann (Lead) Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on July 19, 2022, at a commercial building located at 128 North Main Street in Ellijay, Georgia 30540 (the facility). The unannounced inspection was conducted by Tony Spann and Pamela Storm of EPA Region 4. Building permit # 766 was issued on July 18, 2022, by the City of Ellijay for the renovation activity at the facility. The inspectors obtained information regarding this permit from the City of Ellijay on July 19, 2022, prior to this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 C.F.R. Part 61, Subpart M, for the demolition activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility was a vacant commercial building, formerly A Little Baked, in which the renovation activity was to be performed. The owner of the facility listed on the building permit is Wayne Reece. Inspection Inspectors observed the vacant facility from the outside through glass doors. The facility was completely empty. Flooring, ceiling and doors appeared to have been removed. No evidence of ongoing renovation or demolition activities were observed by the inspectors. Conclusion The inspectors will follow up with the contractor(s) and/or owner(s)/operator(s) listed on the building permit as deemed appropriate, to obtain information and necessary paperwork related to this demolition activity.
