Mr J-C Thomas presided.
Background to meeting was di3cusood by J-C Thomas. Recent CEFIC VCM Committee Meeting in Munich had requested formation cf the present Coraaittee to deal with the results of moves towards EEC Regulation.
On November 25th there would be a meeting of the EEC Consultative Committee on Foodstuffs and it was important that industry views should be made known to balance the inevitable political pressures. Dr Kamn and Mr Rodeyns (President of BIT Working Group on Packaging) were Consultative Committee Members chosen from industry.
The Main CEFIC VCM Committee had posed the following tasks:-
(1) . Collection of all available Technical/Comaercial information relevant to the problem.
(2) Collection of National I*u;s, Directives, Standards etc., already enforced or proposed.
(5) Collect data on Technical Aspects/Toxicological Studies etc. (4) Prepare common arguments to defend if necessary PVC in food packaging.
J-C Thomas envisaged frequent meetings initially - say monthly until year end in order to hasten progress to an EEC Directive. Thereafter some reduction in frequency of meetings was envisaged.
The various delegates were asked to comment on the situation in their countries.

The situation in Gen-iany was desc.-ibed as 'open1. The Kunstoffkommiooion recognised that its earlier pronouncement (l mgm per Kg daily intake of food is safe) vns no longer politically acceptable. Another meeting was taking place in October and Dr Karr, would give a full report to the next CEFIC Ad floe Committee Meeting in Brussels. (Note: Hie ;1K is part of the 3GA).
Miain markets: Oils, fats, vinegar. No precise data on usage, however, foil predominated.

The Inspector of Public Health had written to the Pood Control Laboratories stating that migration fror'. PVC into the food contents of packages should not exceed 50 nicrograus/6 square decimetres (equivalent to 50 ppb oaxi.-un in the food). So far where limit v;as exceeded, the food had simply been returned to the manufacturer, although powers of prosecution existed.
Van Vucht had had sight of a highly confidential letter from the
Office of the Inspector of Public Health which concluded as a result of studies conducted on PVC bottles containing acetic acid, that the above requirements could bo met from bottles containin ; a maximum of 11 ppm residual VCIT.
Foils accounted for moat ;.ick.giri in Holland. Unable to give precise figures.

Resume of results of volantary stepwise reduction in VCM levels
given - 10 ppm maximum quoted for foil3, most results currently below
5 ppm, 5 ppa maximum quoted vor bottles but most results less than
1 ppm. Discussed results of retail outlet survey with undectable
levels in the majority of contents^ Migration studies and partition
coefficient dorived therefrom described (enthusiastically supported
by J-C Thomas and Dr Van Vucht - See Appendix 1). UK industry views
on prior control rather than retrospective survey of contents

The me ting thc-n discussed the three questions posed by Rossi to Kaon. Question 1 was easily answered - all types of food.
Question 2 produced much debate. Summarized, all present wanted prospective control of the container. The UK, Holland and France strongly argued that levels of 7CM in contents reached a predictable equilibrium. Germany disagreed supported by Sweden; Switzerland produced some theoretical extraction studios - See Appendix 2. (J-C Thonas mentioned evidence from studies on mineral water in bottles that VC?t oxidizes ir. the container contents cn prolonged storage). Garl&nda of Italy joined the meeting late, but again supported the UK, Dutch and: French position on predictability.
