Ritchie The Eagle "Picker Company John3- Manvilla Sales Corp, NIMA Baldwin-Eh.ret-Hill Inc, STANDARD METHODS OF TEST It was pointed out that the list wa.3 incomplete and that methods for "corro siveness" and '`tensile strength" should be included. No action was taken pending additional comment, but the intent is to request publication of these methods as a Federal Standard, MIL-C-2361 " CEMENT, INSULATION HIGH TEMPERATURE Mr, Losse, who was not present at the April 30 meeting in the NIMA office, recommended a return to the text of M1L-C-2861C instead of the Interim 002861B; specifically.,, (a) Qualification requirements should be re-inserted to maintain responsibility of bidders. Without this, bids may be received from brokers and others who are not producers and have no continuing reputation to maintain. (b) Work value requirement be re-inserted as an incentive to improve and maintain higher quality. (c) Consistency requirement based on ASTM C-405 be re-inserted as a basis for mixing cements for measuring physical properties. He submitted data to indicate that cements, when mixed with water to the consistency limits of MIL-C-2861A, did give satis factory physical property values. He pointed out that the manufacturers recommended water ratio probably is a satisfactory basis for field application, but is modified as required by conditions and does net accommodate the normal fluctuations in mater&M as well as the consistency requirement. 2 2, It was agreed to advise the principals that a method has been developed and a policy decision has to be made concerning product identification* STANDARD FACINGS 1* Committee could not agree as to the value of standard facing list. Mr. Gubar circulated a list and several members would not commit themselves even though they made such a product. It was agreed to advise the principals of this disagreement. 2. It was also agreed that a facing specification could be written for ASTM T-10 Committee* Mr. Gubar was appointed to do the job. MEASUREMENT OF FIBER DIAMETER (MICRONAIR METHOD) 1, Mr. Lotz would send the "C" Scale for the Micronair tester to the members, Mr, Gubar was to contact Mr, V/ilt and obtain several standards for equipment standardization. OTHER BUSINESS 1. Standardize correction factor for ducts. This will be taken up by the Duct Committee, Respectfully submitted Y7. Gubar 2 No reedy has been received to Mr. Barnhart's letter of May 1 requesting change3 in the 002361B draft, so no action was taken before another contact with the Bureau of Ships. HH-I-500a INSULATING CEMENTS, THERMAL (PROPOSED REVISION) This draft with covering letter of February 18, 1963, was sent to individual companies by the preparing sponsor, the U. S. Army Engineer Research and Develappaent Laboratories. K.. M. Ritchie discussed his letter of criticism and the reply received. Inclusion of five different base compositions in aix types of cement was objected to as well as elimination of all physical properties; instaad as ASTM Specifica tion number for each type was referenced. Such a form reduced the draft to little more than a list of ASTM Specification numbers, along with those of the Federal and Military Standards for pachggdgg, marking, sampling and inspection. While this may serve as a reference book for a person writing up invitation for bids, it is not our idea c a specification. These criticisms were rejected, but the reply did indicate an intent to enlarge the "intended use" paragraph, to give the reader more information. It also stated that the specification will be issued under the Designation SS-C-160. It was recommended that further objection should point out that the Govern ment agencies would lose all control over the prope^rties of the cements since the referenced ASTM standards could be changed or withdrawn without their teaowledge or consent. PROPOSED FEDERAL SPECIFICATION - INSULATION FELt, THERMAL AND ACOUSTICAL, MINERAL FIBER (DUCT LINING MATERIALS) Discussion on this was a joint session with the Glass Section and concerned mainly with test methods. A new draft will be circulated. OTHER BUSINESS Mr. Barnhart reported that GSA expects shortly to issue as interim specifica tions the two comprehensiveiSederal Specifications on Mineral Fiber thermal insulations which were-prepared last year. The designations will be as follows: HH-JU00558 (For Elevated Temperatures) HH-I-00559 (For Low Temperatures) Some changes in form and arrangement have been made by GSA, which will be studied by the Committee as soon as copies are available.
