TREASURER'S REPORT The report of the Treasurer for the period February 1, to February 29, I944 was reviewed, and On motion, duly made and seconded, it was TOTED1 That the report be accepted and placed on file. III. BUSINESS CONDITIONS REPORT HO. 52 Business Conditions Report Ho. 52 was reviewed. IV. MANPOWER - CHEMICAL ALLIANCE StJRTEI The survey by the Chemical Alliance of professional employees and key opera ting employees between 18-22 and 22-25 years of age was reviewed. The reports from 160 firms show that a loss of professional and key plant men below 26 would crippl many operations and would shat down others This summary was placed in the hands of the Chairman of the VFB last week. It was agreed that the matter should be submitt d through the Chemical Advisory Committee to concerned officials in the Army and Navy Munitions Board. It was suggested that a similar survey be prepared for the following age brackets, 26-30 and 30-38. V. FEDERAL EXPLOSIVES ACT The Secretary reported that the Administrator of the Federal Explosives Act new has under consideration an amendment to the regulation on ingredients whereby an exemption from license requirements will be granted to certain classes of suers of nitrates, fluorates, perchlorates and phosphorous, according to specific quantities. At present the exemption for ingredients is limited to four ounces. LIABILITY SUITS - CONFERENCE The Secretary reported that a substantial number of firms strongly favored a conference on adequate labeling in response to the Secretary's letter of February 17, and he was directed to proceed and arrange for the holding of a conference on April 12. VH. POSTWAR TRADE A draft on "Attitude of the U. S. Chemical Industry on Tariff" was read, and each member was requested to sntmlt his consents to the Secretary for review at the next meeting of the Executive Comittee. The Secretary was also requested to submit a paragraph in regard to American valuation* The Secretary was directed to request the patent comittee to prepare a statement cn "The Attitude of the U. S. Chemical Industry an Patents" for considers, tion at the April meeting. VUI. HEPCRT OF COMITTEB ON BCCMOMTC DEVELOPMENT A request for statistics from the Coemittee on Economic Development,, using Census years up to 1939 and current estimates for 1940-41, was reviewed. A formula as set up in the CED form for the year 1947 on the assumption of a certain gross dollar volume for all industry, was reviewed. It was the feeling of the Committee that they could not take an estimate on the dollar voliae of chemical business in 1947 because It involves so many unknown factors. H. ANNUAL MEETUP Ur. Ingraham reported progress on the program for the Annual Meeting, and members agreed to hie suggestion of inviting Ur. Matthew Toll to talk at the aftern meeting. A price of $7.50 was agreed to as the price for the tickets for the vei program and dinner. Ur. Ingraham advised that he would report on other speakers at the next meeting of the Executive Committee.
