This was an EPA follow-up inspection in response to an initial spill inspection which was conducted 10/10/2023 (NRC No. 1381046). The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other company, federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the CapturePoint, LLC North Burbank Unit 31 Battery, well# NBU48W16 4" steel flowline, where an equipment failure resulted in the release of a company estimated 200 barrels of produced water and 1 barrel of crude oil. The released fluids migrated east along a braided flowpath approximately 250 feet before spilling a company estimated 75 barrels of produced water into the headwaters of Mud Creek. Section II - OBSERVATIONS EPA inspector observed spill impacts from a new spill (NRC# 1383806) which entered the headwaters of Mud Creek near the same location as the spill (NRC# 1381046) the new spill impacts migrated further downstream beyond the endpoint of this spill. The new spill impacts made it impossible to identify the previous spill impacts, therefore there were no additional impacts observed for this spill. From this point forward, any additional spill inspections will be conducted on spill NRC# 1383806 which has essentially impacted the same (larger) section of Mud Creek. Section III - AREAS OF CONCERN The primary area of concern is the new spill which has impacted a larger section of Mud Creek and the associated elevated TDS waters. Section IV - FOLLOW UP Inspector is "closing" this spill and all future inspections will be conducted on spill NRC# 1383806. Section V - LIST OF APPENDICES There are no appendices to this report. 2
