EPA Region 10 Lead Inspector presented credentials to and informed Courtland Brown, Front End Coach, that this was an EPA Region 10 inspection to determine compliance with Resource Conservation and Recovery Act (RCRA). 1 of 11 Walmart Supercenter #2070 Inspection Date(s): 07/20/2023 - 07/20/2023 The facility was inspected to ensure compliance with standards for hazardous waste generators and universal waste management (40 C.F.R. Part 262 through 273). The inspection was conducted as part of a Core Program requirement for FY 2023. Yes No Yes No Opening Conference Shortly after arriving at Walmart Supercenter #2070, Mr. Courtland Brown, Front End Coach, and Mr. Robert Williams, Store Manager, took me to the facility breakroom where I held the opening conference. During the opening conference, I explained that the focus of the RCRA inspection was to identify types of wastes generated, points of waste generation, methods of waste management, and review relevant documents. Only those areas in which I observed potential compliance concerns or noted other pertinent issues are discussed in Section III of this inspection report. Weather Conditions ~180,000 square feet Small Quantity Generator (SQG) Verified SQG by Mr. Williams Rainy Process Description During the opening conference, Mr. Williams told me the wastes generated at the facility were generated either due to product being damaged as it enters the store through receiving, damaged on the shelf at the store, or customer returns that cannot be resold. I was accompanied during the inspection by Messrs. Williams, Brown, and Ms. Curney. I looked at the facility's processes, hazardous waste management practices, generation points, and accumulation areas. I looked for wastes that facility representatives had not yet identified or designated as hazardous. The facility had shipped out hazardous waste prior to the inspection and there was only one container of hazardous waste in their CAA and no universal waste in accumulation during the inspection. D. I went to the facility's pharmacy to see how the facility was managing both their hazardous waste pharmaceuticals (HWPharms) and their potentially creditable pharmaceuticals. According to Ms. Saniye Nur Zen Stevens, Pharmacist/Pharm. D., the pharmacy's reverse distributor is Inmar. At the time of the inspection, the container of HWPharms was marked with a hazardous waste label. Written on the label were the words "Pharmaceutical Hazardous Waste" instead of "Hazardous Waste Pharmaceuticals." It was dated 6/1/23. According to the facility's training records, Ms. Stevens and the rest of the pharmacy associates had received hazardous waste pharmaceutical training. While there, I saw a yellow, five-gallon container that held a damaged container of waste bleach. The yellow, five-gallon container was labeled with the words "Hazardous Waste" and marked with the word "Corrosive - Alkaline" for the hazard indicator. At the time of the inspection, the container was not marked with an accumulation start date (ASD). According to Ms. Jesse Christel Bel, Claims Associate, the waste bleach was placed into the container prior to the inspection on 7/20/2023. According to the facility's training records, Ms. Bel was current on all of her hazardous waste management training. Mr. Williams added the ASD (7/20/2023) to the container during the inspection. I thanked everyone for their time and cooperation during the inspection and began a review of the areas of concern (listed in Section III - Areas of Concern) that I observed during my inspection of the facility. I then explained the follow-up process that would take place once I finished the report. I explained they would receive a copy of the report as would a case officer. I told them the case officer would review the report to determine if any of my areas of concern documented violations.
