STEERING COMMITTEE MEETING April 24-25, 2018 Decisions and Actions TOPIC: Collaboration in Practice-Path to FPL 3 Decision(s) N/A Action(s) Council members remain committed to engaging in the collaborative process to develop FPL 3. Council staff will continue to develop agendas for upcoming Steering Committee meetings that: o Review Comp Plan Goals and Objectives, o Advance tasks needed to meet all milestones toward FPL 3/Funding Strategy, o Incorporate discussions of desired outcomes (e.g., watershed/restoration type), o Ensure that lessons learned, including efficiencies from FPL 1 and other work (e.g., Council Monitoring and Assessment Workgroup), are incorporated into FPL 3 projects development and that work is accomplished as quickly as possible. Council staff will develop science review process update options for Steering Committee review no later than November 2018. Members remain committed to meeting the 2016 Comprehensive Plan Update public engagement commitments as part of FPL 3 process. TOPIC: Member Update on FPL 1 Project Progress Decision(s) N/A Action(s) Members will continue to provide updates on projects and programs at subsequent Steering Committee meetings to keep Council up to date on progress. Members will share experiences that could enhance future efficiency and success. This will include lessons regarding FPL 1 land acquisition activities in Texas, as well as other restoration programs that have relevant lessons (e.g., CWPPRA). TOPIC: Authorization vs. Appropriation Decision(s) Sierra Club v. EPA 18cv3472 NDCA Tier 3/4 ED 002061 00174607-00001 N/A Action(s) Council staff will revisit with the Department of Justice and Treasury on what level of commitment the Council may make with any funds not yet in the Trust Fund, and will research and report back to the Steering Committee no later than May 30th. TOPIC: Funding-Related Issue Decision(s) Steering Committee asked Council staff to develop draft policy options for their consideration in addressing budget shortfalls. Action(s) Council staff will develop draft options for Council consideration of budget shortfalls in FPL projects and programs. The options will consider ways to ensure fiscal discipline and will include an after-action review to optimize the process of addressing budget shortfalls. Council staff will present proposed options on an upcoming Steering Committee call. The Steering Committee can discuss the matter in greater detail no later than August 1, 2018. TOPIC: Update on RAAMS Replacement Decision(s) Council staff is directed to begin Fit Gap Analysis with GrantsSolutions. Action(s) Council staff will enter into an interagency agreement with HHS to conduct Fit Gap Analysis. TOPIC: 508 Compliance and Council's Document Format Requirements Decision(s) N/A Action(s) Council staff will coordinate with NOAA to see if they have approaches to 508 compliance that could be used by the Council. TOPIC: May 2, 2018, Steering Committee Call Decision(s) The May 2, 2018, Steering Committee call is cancelled. The next call will be on May 16, 2018.
