Inspectors presented their credentials to Del Davis and Cameron Britenstine and informed the Facility that this was an EPA Region 5 inspection to investigate elements of the Clean Water Act (CWA) and the National Pollutant Discharge Elimination System (NPDES) permit program. The inspection was conducted under the authority of the CWA Page 2 of 19 Christiansburg WWTP Inspection Date(s): October 18, 2023 NPDES permit program and Section 308 of the CWA. The table above identifies the attendees that participated in the inspection. This report is based on information supplied by Facility representatives, observations made by the Region 5 inspectors, and records and reports maintained by the permittee and Region 5. These include the following: direct observations made by the Region 5 inspectors, photographs taken by Region 5 inspectors, physical evidence collected by Region 5 inspectors, measurements taken by Region 5 inspectors, verbal or written statements made or supplied by Facility representatives (the permittee) during or subsequent to the on-site inspection, and materials, processes, data, photographs, or documents shown, demonstrated, or submitted to the Region 5 inspectors by Facility representatives during or subsequent to the on-site inspection. In addition, information gathered prior to or subsequent to the inspection from a review of U.S. EPA, State, and public records may be included in this report. Facility/Site Description Region 5 Lead Inspector confirmed the following Facility information: The Facility is a WWTP for the Village of Christiansburg. This WWTP has been in operation for approximately twelve years and services a population of 500 people and one restaurant. Treatment of wastewater at the plant consists of twelve Max Tanks that are equipped with filter media. Wastewater is pumped through eight of the twelve tanks, through a central pipe that sprays water over the filter media. Water is collected at the bottom of every tank where it is then pumped through the next stage, stage 2, which consists of the remaining four tanks. After stage 2, wastewater will undergo ultraviolet treatment before being discharged. The plant has one operator who is onsite three times per week. There is one outfall for the WWTP, which is located south of the plant and discharges directly to the West Fork Honey Creek. The creek does experience intermittent flows throughout the year and was flowing at the time of the inspection (see photos 14 and 15). The Facility has had difficulty maintaining biological life within its tanks for wastewater treatment due to cold weather. No. MS-RR-001 Record Facility's NPDES Permit was recently renewed and became effective on October 1, 2023. Permit will expire on September 30, 2028. October 18, 2023 SECTION V - AREAS OF CONCERN The presentation of areas of concern does not constitute a formal compliance determination or violation. No. MS-OB-001 The Village of Christiansburg WWTP has experienced chronic exceedances of ammonia. MS-OB-002 The Facility must meet the effluent limits contained within Part I, A of its NPDES Permit. For ammonia, this includes the concentration and loading limits, which differ in summer and winter months. The Facility has had difficulty maintaining biological life within its tanks for wastewater treatment due to cold weather. (Photos: 4 and 5) The Facility has implemented several projects and measures in an attempt to regulate temperature within their tanks to sustain the biological life necessary for wastewater treatment. However, the Facility continues to have trouble meeting its ammonia and BOD limits. The Facility must meet the effluent limits contained within Part I, A of its NPDES Permit. SECTION VI - CLOSING CONFERENCE AND FOLLOW UP Closing Conference The Lead Inspector held a closing conference with Facility personnel on October 18, 2023, for the inspection. During the closing conference, the Lead Inspector discussed the observations and Areas of Concern identified during the inspection.
