RE: OSHA Final Air Contaminant Standard - EDC
On January 26th, I received a telephone call from Bob Adams of
Oxychem alerting me to the publication by OSHA of its final rule
amending the exiting air contaminant standard (see Federal
Register:of January 19, 1989). Relative to EDC, the final rule
established a PEL of 1 ppm TWA, with a 2 ppm STEL.
The
effective date of the final rule is March 1, 1989, with a
start-up date for compliance with any combination of controls of
September 1, 1989. The two pages summarizing the comments
relative to EDC are attached for your reference. This material
includes references to the comments submitted by the VI on July
21, 1988.
On January 26th, I asked Peter del la Cruz to explore the options. Immediately following this memo is Peter's analysis of the options to be considered. Please review this material and advise of your position by returning the attached letter ballot by February 7, 1989.
