During the pendency of this Decree, Conoco and Vista shall submit directly to EPA copies of all semiannual, quarterly, and relief valve discharge reports which are required to be submitted by the applicable laws and regula tions to the State of Louisiana pursuant to EPA delegation of the NESHAP program to the State.
