The following industrial hygiene monitoring Is planned for the polyamlnes run In the pilot plant. As we discussed, Escambia Plant personnel will sample for ammonia, ethylenedlamlne, piperazine, monoethanolamine and diethylene triamtne and will perform analyses for ammonia, Analyses for the remainder of compounds will be performed by CRSD (Steve Prescott).
Monitoring will consist of the following;
Time-weighted average exposure of operators and laboratory technicians
Approximately 20 to 25 samples for each job classification will be collected. Monitoring will be conducted In a manner to ensure that all operators ard laboratory technicians Involved In the run are Included.
An evaluation of exposures will be made at the completion of the sampling episode and a determination made whether additional monitoring is warranted. This decision will be based upon degree of exposures, changes in operating conditions, etc.
15-minute samples of operators and laboratory technicians
Approximately 10 to 15 samples for each job classification will be collected. These will be collected during tasks such as; sampling, equipment problems, charging NH, dolly and subsequent charging into the NH^ tank, charging EDA into feed tank, spent catalyst dumping, etc.
your assistance in notifying us when these above mentioned tasks occur is requested. Again, an evaluation of exposures will be conducted and further monitoring scheduled as necessary.

Expenditure Authorization Request
BACKGROUND AND JUSTIFICATION
The Chemicals Group Safety Department has proposed an. Industrial
Hygiene Program for Aliphatic Amines. The two major portions of this program
require: (I) providing a method whereby all chemicals are kept within plant
property and (2) any :ood consumed by personnel working in the area has not
been contaminated by these chemicals.

The first phase of the program has beer, approved and will soon be put in service. This involves use of a change house facility whereby all personnel entering the amines area will be provided protective clothing to some degree. This clothing will be removed when leaving the area and those personnel routinely assigned to the area will shower. This will further help to insure that contamination outside the amines area, is kept to a minimum. All clothing (uniforms, coveralls, smocks) will be laundered and kept at the change house.
As important as the change house facility is a suitable lunchroom for personnel normally assigned to the amines area. The present facility is inadequate and cannot assure that food is not contaminated. With the new lunch room facility, dual doors will be provided with a positive air system and a separate air conditioning to further insure that the lunch area is kept as chemically free as possible. Operators wil. thoroughly wash before entering the lunch area and any contamination will be reduced. Analysers will be moved to the opposite end of the building and isolated from the control room.
Also provided in this lunchroom expansion will be offices for the shift supervisor, loading supervisor, and day supervisor. Presently these men share an office wtrch also serves as a locker room for operational personnel.
As this program is required by Corporate Safety, no payout is shown.

Background
Due to the toxicity of the chemicals manufactured in the amines plants in the Escambia complex, a personal hygiene philosophy was developed to protect the employees from the exposure to the chemicals and tc prevent them from carrying the contamination to their homes.
This philosopv, has not only been accepted by Management, but the protection of the employees from contamination has been a major Corporate commitment.
The first phase of the personal hygiene program has been com pleted. The shower and change facility is in operation with all amines plant employees participating.
The second phase of the program is to provide a place for the employees to consume their food without the danger of contamination by the chemicals of the work place. This is not only a prudent action, but it will also satisfy the OSHA requirement to that effect.
The present "lunch room" in the amines plant control room is inadequate. There is a constant opportunity for the contamination of the food. The present location of the lunch room does not lend itself to effectively control the cleanliness and the air movement into the lunch room.
Scope and Justification
The attached Expenditure Authorization Request includes essen tially three major items which are interrelated. It makes good sense strategically and financially to deal with all three items as a single activity.
1. Relocate Analyzer Room. A portion of the contamination of the" present Tunch. facility is caused by the sample handling, storage and analysis, just adjacent to the entrance to the lunch room. The two offices on the south end of the control building will be utilized for the analytical instrumentation. This change will re duce the level of contamination in the entire control room.
2. Provide Offices. Presently the shift supervisor and loading supervisor are sharing space in an area which serves as a locker room for the operators. The reloca tion of the analyzer to the existing office areas will create additional office needs. All of the existing offices including the plant superintendent's are shared. There is hardly a place where a supervisor or the super intendent could exercise his duties dealing with the employees in privacy in case of personal problems or disciplinary actions.

room.
3. Provide a New Lunch Room. The new lunch room will be provided with a positive air pressure system and separate air conditioning. Operators will thoroughly wash up be fore entering the lunch area. A.11 tools, gloves, haTdhats, etc. will be stored outside the lunch area.
The above changes will provide the necessary facility to pre vent the contamination of food and subsequently the employees. The construction of the new lunch room and the relocation of the analytical instruments are key items. The need for new offices is brought about by the relocation of the instrumentation.
