Inspection Narrative and Site Description
Introduction and Background On June 3, 2022, the U.S. Environmental Protection Agency (EPA) sent you a letter requesting information pursuant to Section 308 of the Clean Water Act, 33 U.S.C. 1318, particularly relating to controlling stormwater discharges, 40 C.F.R. 122.26. Requested information was due by July 3, 2022. We spoke via phone on June 30, 2022, with a follow-up email containing facility information received on July 8, 2022.
On Wednesday, August 24, 2022, EPA inspector Lisa-kay Prideaux, and the Water Quality Regulatory Specialist for the Confederated Salish and Kootenai Tribes, Evan Smith, conducted an unannounced inspection to evaluate compliance with the Clean Water Act and EPA National Pollutant Discharge Elimination System (NPDES) regulations. The inspection commenced at 09:49, when the inspectors arrived at the facility. At the time of the inspection, Pablo Plum Creek Holdings, LLC did not have coverage under the current Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activities. Throughout the inspection, observations and photograph descriptions were documented in a field logbook. All photographs taken during the inspection are included in the attached photo log.
The site historically was an old timber mill and yard owned by Plum Creek Timber Company, Inc. The mill closed approximately 15 years ago. Shortly after closing, the site was purchased by Weyerhaeuser Company, however the mill was not restarted, and parts of the mill demolished. In March of 2017, Plum Creek Holdings, LLC purchased the site and created a 5-lot industrial subdivision. Plum Creek Holdings sold two of the lots and have retained three lots.
The inspectors drove and walked active areas of the site noting the types of businesses, and any potential pollutant sources associated with those activities. There were several buildings in the northwest corner of the site remaining from the previous timber mill business, which appeared to be occupied (photos 659 & 660). There were several fuel silos with a fueling station north of these buildings (photo 670); it is unknown if the silos contained fuel or if they were remnants of the mill site. The southern end of the property site was not in use, however, concrete pads from torn down buildings were evident (photos 663 & 664). In the north center of the property, in one of the old mill shop buildings, it appeared that someone was constructing various types of tow-behind trailers. A portion of this area was fenced off to include the building, and only finished product trailers were outside of the building (photos 661 & 662). To the east of this shop was an additional area where an old mill shop building is located. This location appears to have a company constructing storage sheds. This area was active at the time of the inspection and inspectors observed materials stored on concrete waiting for use (photos 664 & 666), trusses of various sizes constructed (photo 665), and final products (photo 667) stored outside of the old mill building. In the northeast corner of the site there were no buildings, however, there was a concrete pad area on which various sized gravel was stored in piles (photo 668). In the north center of the site there was an old open sided storage building in which heavy equipment was stored to remain out of weather elements (photo 669). In all areas on the site, no water usage for processing was observed, or any water running off the site.
Observed activities on-site did not meet the standard industrial code requiring coverage under the MultiSector General Permit for Stormwater Discharges Associated with Industrial Activities. Inspectors did not observe any process wastewater being used or discharged from the site. Inspectors left the site at 10:35.
