Facility Description The site at 90 Depot Road in Hampstead, NH (the " Site "), is a tree clearing of approximately 4 acres. According to the town of Hampstead's Planning Board, this clearing has occurred in preparation of the construction of multiple residential duplexes. V. Inspection This reconnaissance was prompted via anonymous citizen tip. I arrived at the site at approximately 1:15 PM. Parking on the shoulder of Depot Road, all observations found in this report and in the attached photo log were made from the public roadway. No operations or construction was occuring at the time of this visit, and no Site representatives were present. I did not observe any stormwater controls on site. I observed a recently cut section of the forest, with numerous stumps left intact (slides 5- 7). I saw one stump that was taken out of the ground (slide 8). No log piles were observed from the roadway, and several tire tracks were evident at the entrance of the site (slide 2). The significant depth of the tracks indicated that heavy machinery was present during the tree cutting project. Earlier in the day a significant downpour affected this area of New Hampshire. As a result, the Site featured many areas of pooling (slides 2-4), especially in areas where the deep tracks were present in the soil. Accumulated stormwater was observed to be leaving the Site towards the west along Depot Road (slide 9-13). Flow was observed within 5 feet of Depot Road in street ditch lines and culverts. This flow continued for about 400 feet until I reached a fire pond (slides 14-16). I did not observe flow originating from the Site into the fire pond. I departed at approximately 2:00 PM. Unless otherwise noted, this report describes conditions at the facility / property as observed by EPA inspector(s), and / or through records provided to and / or information reported to EPA inspector(s) by facility representatives and as understood by the inspector(s).
