ception of processing at temporary sites
for the construction or restoration of
buildings, structures, facilities or instal
lations.

(t) "Inactive waste disposal site"
means any disposal site or portion
thereof where additional asbestos-con
taining waste material will not be depos
ited and where the surface is not dis
turbed by vehicular traffic.
