I. Introduction
On June 28, 2023, a Clean Air Act (CAA) Asbestos NESHAP Inspection was conducted at the former Howard Johnson's Motel and Conference Center, located at 1779 N. 19th ST., Bartonsville, Pennsylvania.
a. Summary of Site / Facility
Howard Johnson's Motel and Conference Center is located in Monroe County, Pennsylvania. Howard Johnson's is a former Motel and Conference Center. The site is being partially demolished and developed as a commercial property.
b. Entry and opening conference.
EPA, Region III Inspector Richard Ponak arrived at the facility at approximately 9:00AM on June 28, 2023, for an unannounced inspection. Upon arrival, Inspector Ponak presented his credentials to Floyd Lane, Supervisor for Northeast Site Contractors (North East), the Demolition Contractor for the project. Inspector Ponak explained to Mr. Lane that it was a CAA Asbestos NESHAP inspection. Mr. Lane informed Inspector Ponak that the asbestos contractor was no longer on site. Mr. Lane stated that North East arrived on site approximately two weeks ago. Mr. Lane stated that the asbestos contractor was no longer on site, and he thought the asbestos removal was completed.
II. Site / Facility Walkthrough
Inspector Ponak walked through the work area. The work area included guest rooms, common areas, and the boiler room. Inspector Ponak inspected the work area. Inspector Ponak did not observe and Regulated Asbestos Containing Material (RACM) anywhere on the property. Inspector Ponak did not observe any RACM debris in any of the work areas.

IV. Closing Conference
At the conclusion of the inspection, Inspector Ponak met with Mr. Lane. Inspector Ponak informed Mr. Lane that he did not observe any RACM debris in the work areas, and that it appears the asbestos project was complete. Inspector Ponak asked Mr. Lane if there were any questions, Mr. Lane said no. Inspector Ponak left the site.
