Sunderland - 2009 April 27, 1987 Originating Dept EM&TS - HS&EA Industrial Hygiene Asbestos Exposure Monitoring1 Attached are the results of the asbestos exposure monitoring for three days on insulators at the Institute Plant while stripping a 3-inch dowtherm line with a live 1-inch steam tracer. The lines are located in the overhead piperack south of Building 9 and north of Street B. Glove bags were not used because of the live steam line and the pipes were not enclosed for this asbestos removal project because it was not feasible to enclose according to the Construction Department and the 512 Plant Industrial Hygiene Department. Employees used a powered man-basket to reach the lines being stripped. All personal exposure samples, except one, show levels below 0.1 f/cc Action Level standard established by 0SHA. A statistical analysis of the TWAg data proves the 0.14 f/cc result on 4-15-87 (Action Level is 0.1 f/cc) is not an outlier at the 99, 95 and 90% confidence levels, thus employees have to be monitored while Asbestos stripping without glovebags and/or enclosures and wearing half-face HEPA cartridge respirators. However, the exposure monitoring may not be required in some instances where supplied air respirator in a positive pressure mode is used while stripping asbestos insulation. Employees wore no street clothes, two pair of coveralls, headcovers, boots, gloves and A0R57A half-face respirators equipped with HEPA filters. They showered before lunch and at the end of the workday before leaving plant.
