Memorandum to File April 11, 1980 Wednesday, April 9, 1980, -Michael J. Adams, Industrial Hygienist with OSHA, arrived at the gate and announced that he was rom the Department of Labor. It was later determined that he was with OSHA and his visit represented the follow-up for a "serious" citation against Commercial Metals for their handling of asbestos scrap material during Che demolition of TCC 2/3. I advised RJN and Jack Akin, the Dallas OGC, of the situation. The only instructions were to take duplicate photographs if the OSHA man took any and to attempt to prevent the visit from escalating or involving Mobil, if possible. I went with Adams to the contractor's trailer at the demolition site, where he outlined the purpose of his visit to Don Tighe. Adams asked to see where the notice of citation which OSHA had issued to Commercial Metals was posted. It was not posted, and Tighe's excuse for this was that it had been received after Mobil went on strike and the demolition job was shut down. Tighe said that he had only gotten back on the job that day and did not have an opportunity to bring the citation and post it on the wall. Adams said that he would have to come back to see it posted sometime in the near future. He also asked Tighe for asbestos monitoring data. Tighe said that he did not conduct monitoring sampling and that he did rely upon the informa tion obtained i>y OSHA and Mobil during the OSHA inspection 9-12 to 9-24-1979. Adams said he would like to see the results of that monitoring when he re turned to look at the posting of the citation. Adams took about ten photographs and interviewed two Commercial Metals employees at length. These employees were picking up scrap asbestos and bagging it as prescribed by OSHA standards. They also had fire hoses which they had been using to wet down the rubble where the asbestos scrap was still present. It was obvious that the area had been wetted down before the OSHA Inspector arrived.
