Armstrong 1 PLAINTIFF'S CEXYHUIIRBIITT JMMC-24 ct NAN YA HEATER BANDS PERMA-LOC DIES (in response to B. Moon's memo dated 3-14-85) As indicated in Mr. B. Moon's memo, the Perma-Loc Dies with Nan Ya Heater Bands contain a large amount of asbestos (about 1" thick) between the Heater Band itself and the Band Covers. And it is NOT sealed in anyway. I have visually inspected a Heater Band made by Nan Ya here at the Stockton Plant. I found the asbestos-containing material was exposed to the open atmosphere. It appears to me that the asbestos fibers are not firmly bound together either. It can be crumbled in the hand. If this friable asbestoscontaining material is subject to pressure, vibration, abrasion, damage, or wear, it can release asbestos fibers which can be inhaled by workers. The U.S. EPA believes that any exposure to asbestos involves some increase of risk. Moreover, no safe level of exposure or "threshold" level has ever been established. To stay on the safe side and to avoid unnecessary future legal litigations, it is strongly suggested that the asbestos-containing material be completely sealed/encased or replaced by some other insulating materials.
