The information about composition is required beoauee of new legislation pertaining to labeling of hasardous materials adopted by a number of Industrial states. The precautionary statement about exposures is consistent with sound labeling and precautionary information polielea and practices within Monsanto and the ohemioal industry. Obviously, the composition of the fluids has not changed and one would not expect any more dermatitis or skin irritation from the handling and use of our fluids than in the past. At the same time, to meet moral and legal obligations, and parenthetically, to assist in forestalling more restrictive legislation, the new labels are not only appropriate, but necessary. I am afraid you will have to tell Midland Ross tliat all future shipments of Pydraul, either P-9 or A-200, will bear a label similar to the new one whleh caused difficulty with the shop workers. A brief statement concerning or outlining the hazards involved in handling any of the Pydrauls is included in our teotinieal and sales bulletins. Essentially, what we have tried to say is that our fluids oan be handled end used safely as long as workers do not "bathe" in the fluids and as long as they are not used in any application where the fluids, when heated to several hundred degrees P,, evolve vapors into the working environment without any ventilation to remove the vapors. Present drum marking and labeling does not comply with the corporate identity labeling standard. Use of this labeling plan should provide needed product identifica tion in warehouses and by customers. . As long as we have a problem of red color fading on labels, we will proceed with printing these labels with black ink on the standard label stock to insure maximum weather durability. With black ink, tests show labels will retain product and pre cautionary identification. I:: and when we are successful in finding a durable red ink, it is our intention to shift to red and white labels which aro the desired corporate standard. Special effort is being directed towards optimum identification of various product numbers or modifications used with the AROCLOR brand. Our label for this product contains the following precautionary statement: CAUTION.' Contains Chlorinated Hydrocarbons. Avoid prolonged breathing of vapors or mists. Avoid contact with eyes or prolonged contact with skin. If skin contact occurs, remove by washing with soap and water. Following eye contact flush with water. If clothing becomes soaked with fluid, launder before wearing again. Acute (range-finding) toxicity studies have shown that the oral LD^o of Pydraul 135 when administered to rats is , approximately -4,615 milligrams per kilogram of body weight (limits - 4,060 to 5,260 mg/kg). Application undiluted to the skin of rabbits results in a minimum lethal dose of 2,510 to 3,980 mg/kg. In skin and eye irritation potential studies with rabbits, the fluid was classed as non-irritant (score of 0.0/8.0) to skin and "slight irritant" to eyes (maximum score of C.3/110 one hour after instillation in rabbits eyes). Rats survived (with no effects) a 6-hour exposure to an atmosphere approximately saturated with vapors at ambient temperature. Experience with this and other members of the Pydraul series indicates that these fluids should be used in systems as free from leaks as possible. This is particularly important if the fluid is at elevated temperature where . components of the formulation may be volatilized into the workroom. At ambient temperature the vapor pressures are such that there are no significant vapor inhalation hazards. If there is accidental spraying of Pydraul 135 into molten metal or on heated surfaces, the fluid will be vaporized and/or decomposed depending on the temperature of the metal. About 15 years ago we had rather extensive tests run at . Iran 0567-.*. /a-4 -?z. WATER PCB-SD0000077583 Page 2 Kettering Laboratories at the University of Cincinnati where a Pydraul fluid was sprayed on metal heated to 1,05>0F and 1,250T- The vaporized fluid and decomposition products were discharged into suitable animal exposure chambers. Similar experiments were run with a tricresy1 phosphate hydraulic fluid and a petroleum based fluid. The general conclusion reached was that there was little difference, from a practical standpoint, in the toxicity of the three products as demonstrated in the experiments. If a phosphate ester fluid or Pydraul is sprayed into molten metal as a result of the rupture of a hydraulic line on a diecasting machine, a cloud of acrid vapor and smoke will develop. This will consist principally of soot, CO, CO2, water, aldehydes and cresols. In the case of Pydraul, there will be in addition, hydrochloric acid in the smoke due to the decomposition of the chlorinated compound. This may make the ''cloud" somewhat more acrid or irritating but does not significantly increase the toxicity. Where the Pydrauls have been involved in such accidents, there have not been cases where employees could not safely shut down equipment and leave the area. As with a petroleum or phosphate based fluid, it might or might not be necessary to wear respiratory protection to re-enter the area until it could be ventilated. This would depend, of course, on the amount offluld that was sprayed or leaked onto the molten metal or hot surface. Our label recommends avoidance of repeated and prolonged skin contact. This precaution is indicated since Pydraul 135 is an excellent solvent for the natural fats and oils on the skin. When these are removed the skin may tend to dry and crack. The fluid works much like many common paint thinners in this respect. R. The top -of the drum la to be stenciled with black stencil ink and a "caution" label must be placed on the top. An Aroclor label is attached to the side and, if the drum contains electrical grade material, an "ELECTRICAL sticker must be placed above the label. It Is extremely Important to Aroclor#quality that it not be contaminated with water or any foreign materials. Therefore drums and cans should be Inspected on the Inside with a flashlight to -guard against filling contaminated drums. There are 3 bungs on' the top of each drum. One Is a 2" bung used for filling the' drum. The other is a 3A" bung used for a breather when the material in the drum Is eventually used. Both bungs must be tightened with a "bung wrench", and an unmarked seal crimped over them. The top of the drum should be clean (free of dust etc.) before the stencll"lnk is- applied to allow the Ink to make a good bond with the paint. They also have 2 big white "M"'a painted on the sides. Black Iron drums have no coating on the Inside and do not have a big "M" painted on the outside. They are used for Pydrauls only. Black Iron and laoquer lined drums weigh 48 lbs tare. However, occasional drums weights will vary 1,2,3,or 4 lbs. When this happens the correct net weight- of material should be put Into the drum. The incident described resulted from a leak of 1248 Kanechlor, produced by Kanegafuchi, into rice oil. The Kanechlor was the heat source for the food product. It should be printed black on the white label. If your local printer does not use off-set techniques, this could bo handled by letterpress, but in this case be sure you proof the copy he typesets before it is used, to insure no errors are made. Ten dollars per thousand is an average cost for such a job. The labels should be rewrapped, 500 per package, and one of the labels should be placed on the outside of each individual package. Care should be exercised to be certain that each package contains only one kind of product labels and only one net weight. Mixing them up could be disastrous. Please proceed with this job without delay. As soon as your labels are over-printed, your only labeling problem will be to place the small stickers on finished goods inventories. Ve therefore will not be using any PCB'a in Central Drumming (note that Aroclor ^442 and 5452 are not PCB'a). Therefore, we cannot Justify capital in CD for curbs, etc. on this basis, although housekeeping or "routine" pollution considerations might still Justify some expenditure. It is certainly true that extreme care must be exercised to avoid losses during the next few months. 2. Heat Transfer Systems -1...................... ............... ...- Any filling or topping off of these systems should be done with Thenainol PR-1 (Aroclor 1242). We have begun converting our customers, but the word may not have reached Monsanto users who order fluid under Aroclor nomenclature. D. E. Roush (#4-2529) can answer any technical questions. This memo attempts to summarize the labeling that is presently required. 1. On the following pages I have indicated FIVE different informational messages on actual labels. I have also indicated which of these messages are to appear on which products.(See labels and list.) 2. At one time or another all five of these messages have been printed as small separate stick-on labels. Many of the main labels now incorporate the proper statements. When this is the case, do not duplicate the statement by adding the small labels on the top of the drum. When one or more of the messages is not included on the main label, then do add the appropriate separate labels to the top of the drum. 3- Export shipments do not have to have the "Waste Disposal" information. It is acceptable for it to be there, however. 4. If a customer asks that a product be marked with a name n for which there is no label, it will be stenciled as has been the practice. All the appropriate statements must be included. The easiest solution in most cases is to take a main label that includes the right statements and cut the name off. See Warning Below." what 1 am attempting to do here is to follow the same procedure we follow in connection with Poisons and Flammable Liquids, by showing needed information immediately following the classification of the product on the ocean bill of lading. This is necessary not only to alert the carriers to the statement, but also because this wording is normally transferred to the ship's manifests. There fore, when the ship personnel in charge of loading the vessel check their manifest for that vessel, they will see this warning and, if necessary, can refer to the bill of lading which is usually located in a steamship office near the pier. You refer to IMCO after ocean classification. This refers to the International i-iaritiroe Consultative organization and inr/olvea a world-wide organization, includi ig the United Nations, that deals with the problems of handling hazardous products. as you know, the PCB products are not regulated and the warning statements we are speaking of will be done independently by Monsanto for protective purposes. We would like Mr. Sldo's comments on the number of product labels that carry this Information, and the best way to over come the problem. Will this require new labels, can they be reliably obliterated, or what? , Our Forwarders will be instructed on each shipment to include our PCB warning statement on the ocean bills of lading. They will be instructed to show it on every copy of the B/L. We will offer the option of manually typing the statement, or the use of a rubber stamp. Because of their duplicating systems, and the length of the statement, we suspect they will choose the typing approach. Does Mr. Morrison feel a notice of this requirement should be included on each product in the ocean classification book? We are working on methods of including the statement on our invoices and acknowledgments. Once again the length may prevent preprinted stickers/labels and it may be necessary to resort to inclusion on the reverse aide of the invoice. This action would require a statement on the front to "read warning ----------- ". Because some invoices are already printed on the reverse side, it may be necessary to use legal size paper and possibly reduce it at the time of duplication.
