RANSDELL, STAFF INDUSTRIAL HYGIENIST, ESiE/S&IH SUBJECT: AS3EST0S SURVEY AT OLD HARVEY WAREHOUSE CAV8718105 LAM 023977 ABS-007159 ASBESTOS SURVEY On June 5, 1987 I conducted an asbestos survey at the Clc Harvey Warehouse on First St., Harvey, La. The warehouse walls and roof are constructed of transite siding. Samples of drilling mud have been stored in cardboard boxes in the older section of the warehouse frr up to Q years, and are now covered with a layer of dust. There is seldom any activity in the old part of the warehouse. The survey was to determine whether the dust contained asbestos from deterioration of the transits siding. The revised OSHA permissible exposure limit (PEL) for asbestos, effective January 16, 1987 is 0.2 fibers per cubic centimeter (f/cc) as an eighthour time-weighted average (TVA) with a 0.1 f/cc action level. One area air sample was taken in the oldest, dustiest tart of the warehouse and one was taken in the less dusty part near where the truck is kept. During both one-hour samples, the dust near the sampling pumps was agitated three times by hand and blowing. Results are in Table 3. Both samples were well below the action level of 0.1 f/cc. Bulk samples of dust in the older and newer parts of the warehouse were analyzed for asbestos. No asbestos was detected in either of these dust samples. LAM 023978 CAV871S10 ABS-007160 Bulk samples of scrapings from the transite siding inside and outside the warehouse were analyzed for asbestos. These samples were taken by gently scraping the siding with the back side of a knife blade, approximately like scratching with a fingernail. Scrapings from the outside walls yielded 80S chrysotile asbestos, while the inside walls indicated 20% chrysotile. A chip of transite siding indicated a composition of 30% chrysotile. RECOMMENDATIONS Air samples and bulk samples of dust indicate that the transite siding cn Harvey Warehouse has not deteriorated to the point of releasing a significant amount of asbestos fibers into the air inside the building. The bulk samples taken by gently scraping the transite, however, indicate that asbestos fibers can be released with minimal mechanical action on the siding. Since Harvey Warehouse is a low activity area and there is little chance of physical action on the siding, we do not recommend encapsulation or replacement of the transite. If any work such as drilling, sawing or breaking of the transite occurs, asbestos procedures should be employed. We recommend a periodic resurvey of this location for continued documentation of asbestos levels. Two employees mentioned that dust may be generated when bcxes are mcved in the old part of the warehouse. Disposable dust masks could be made available as needed to control nuisance dust.
