SPI, 250 Park Avenue, New York, N, Y. 10017 AA<ol A/ ^ GENC 004453 -2 - Warren Ferguson called the meeting to order and advised that he will have r.o resign as chairman. His OSHA duties at Allied Chemical will not allow him to spend the time needed for the EPA Committee work. Joe Hadley of Keller and Heckman reported on his meeting with Russell Train's staff, as well as the press conference which Mr. Train called to report on EPA's VGM activity. He distributed a list of questions which EPA would like answered. Warren Ferguson expressed the opinion that VCM will be listed as a hazardous material, and that we will have EPA regulations within a year. Joe Hadley reported that EPA wants industry to monitor for VCM outside the fence line. Mr. Ferguson stated that this committee should make certain that we don't conflict with the OSHA Conmlttee. He said that this conmlttee should begin reviewing what we can do technically to reduce VCM emissions to the atmosphere. The minutes of the previous meeting were reviewed and approved with the fol lowing corrections: * Page 2 under item 3 - First sentence should contain the clause at the end, "at this point in time." We do not want to give the impression that it will never be possible to recapture VCM from highly diluted air streams. Page 3 item 6A - Change "absorption" to "sorptic process." A discussion was held about EPA's request for VCM information. Their letter contained an iisplied threat that If the Information was not voluntarily given, EPA would seek to obtain it through legal means. The section under which they would proceed is Section 114, and the members referred to the EPA letter *s the 114 request. It was recommended that each company send a copy of their 114 reply to SPI omitting any confidential data, SPI will prepare a statistical compilation of the information. In their covering letter, the company should indicate what information can be used. If 75% of the respondents have no objection to supplying the information, SPI will compile it and it will be sent to the full committee. This recommendation was put into a motion by Nick Wheeler of Union Carbide, seconded by C. H. Kim of Unlroyal and unanimously carried. The committee turned its attention to the technical options for controlling the emission of VCM. The following volunteered to investigate the technical options: 1) Destructive Mechanisms - Bruce Kurtz, Allied Chemical Nick Wheeler, Union Carbide Bill Cox, Goodyear GENC 004454
