DISCUSSION OF SECTION COMMITTEE OPERATION Members feel they can come better prepared to discuss various subjects if 1. Agendas show not only subject but date and reference to any letters sent from NIMA on the subject and any action taken. 2. If subject is a specification, Agenda to give complete, designation, number, date of spec, draft and title so they can locate them in files or secure before the meeting. 3. All T St R members should receive copies of notices of meetings of all sections of the T Sc R Committee including the new Government T St R Committee regardless of which section they are members of. Also all T St R members should receive copies of all NIMA letters to Government agencies transmitting the final comments resulting from action of the T St R Committee on Government specifications or other general government technical matters. 2- - REVISIONS TO STANDARD SPECIFICATIONS ASTM C-319-55 and 320-55 (MAGNESIA BLOCK AND MAGNESIA PIPE INSULATION) Changes were recommended to conform, where applicable, to Federal Spec HH-I-554 as recommended revised by NIMA, (NIMA letter of July 1, 1959 to \V. T, Thomasson, General Services Administration, Washington, D, C, Subject Federal Spec HH-I-554), Proposed ASTM Spec C-319 and 320 as above revised to be submitted first to magnesia manufacturers and then to Molded Section for final review and approval. SPECIFICATION MIL-I-001509B (SHIPS) 15 Dec 1959 INSULATION FELT THERMAL, ASBESTOS FIBER (USED IN LIEU OF MIL-I-I5091A 13 May 1952 This product, an asbestos blanket made of amosite rovings, is manufactured only by Union Asbestos h Rubber Company. Copies of the specification were passed out for future study, Mr, De Reus of Union Asbestos later advised that the spec is exactly the same as the original MIL-I-1509A 13 May 1952, except that the Q,P,L. (Qualified Products List) requirement is deleted and that the specification is acceptable to Union Asbestos & Rubber Company. The Chairman requested any further comments to be sent to Mr, Barnhart within 30-days otherwise it would be assumed no changes; are recommended, (Baldwin-Ehret-Hill and Owens-Coming not being present should take note) SPECIFICATION MIL-I-278IC, 15 Feb I960 SUPERCEDING MIL-I-2781B, 3 September 1954 INSULATION PIPE COVERING, THERMAL Changes recommended at June 22 Meeting were again reviewed and "Table t" and "Inspection" were reported upon by Messrs* Davis Sc Wingerter respectively who had studied same. The question of where certain tests were to be made was cleared up, upon again reviewing the specification. The complete changes now recommended by the Section Committee are as follows: 2* 2 Other Publications - Include ASTM C 446 - Test for Breaking Strength and Calculated Modules of Rupture of Preformed Thermal Insulation for Pipes, 3, 4. 2 Table I Inner Diameter - Increase the plus tolerances of all pipe sizes shown in the last column by an additional 1/32 inch. Final comments on this Table I and the above proposed changeds re quested by the Chairman of each member, within the next 30 days by letter to Mr, Barnhart, (Baldwin-Ehret-Hill and Qwcns-Corning not present please note,) 3,4, 3 Table II - Thickness - Correct tyopgraphical errors as follows: Thickness of 3-1/2" Pipe by nominal 3-l/2"thick should be 3-27/32" ( ( -3- SPECIFICATION MIL-I-27S1C (Cont'd.) 3, 5 Table IH - Physical requirements Grade III- Type J3 change density to 26 pcf* 4, 3*1 Sampling Lot - Delete in 4. 3*1 fourth line the words "pipe size and thicknesses" and substitute the word "type". 4. 5. 7 Modulus of Rupture - Delete detailed description of method and substitute, which is the same - "Shall be determined in accordance with method specified in ASTM Standard C-446, SPECIFICATION HH-I-551a INSULATING BLOCK Sc PIPE COVERING, THERMAL, CELLULAR GLASS Mr, Miller whose company is the only manufacturer, reported that some changes are being recommended by his company to the Government which would add their high temperature product, foamed silica, and, as recom mended previously by the T k R Committee to the manufacturer, the f deletion of the detailed description of the Guarded Hot Plate and substituting ^ instead reference to ASTM test methods. The T Sc R Committee also pre viously recommended to the manufacturer the elimination of the tables in this specification which give recommended thicknesses for variou temper ature ranges as the inclusion of such a table is contrary to all other Federal and Government Product Specifications, Thicknesses to be used for any temperature condition are properly specified by the agency in the general application specifications for the particular type of service. It was stated that the manufacturer has also applied for a military specifica tion covering these same two types of insulation* SPECIFICATION MIL-P-2886 9/4/51 PLASTER, MAGNESIA This specification which requires some revision was discussed June 22 and J-M representatives offered to determine when Navy purchasers used this specification* Several manufacturer representatives stated occasional inquiries specifying MIL-P-2286* However, all manufacturers of this product (Baldwin-Ehret-Hill not present) present thought it could be cancel led when the revised Federal Specification HH-I-00500 Type I (Magnesia Cement) is issued. This revision has been requested by N1MA but not issued* (, SPECIFICATION HH-I-523a, May 23, 1952 INSULATION BLOCK, PIPE COVERING & CEMENT, THERMAL CALCIUM SILICATE (FOR TEMPS UP TO 1200 F) HH-I-523a Interum Amendment - 1, Oct 14, i960 was distributed and checked in the Section Meeting and found to contain all the changes rccom- - d,, SPECIFICATION HH-I-523a (Confd.) W* T, Thomasson, G.S.A., Washington, D C However, the Committee recommends further additional changes to conform with most recent revisions approved by NIMA for ASTM Spec C-344 - Calcium Silicate Block and C-345 - Calcium Silicate Pipe Insulation as follows: Table I - Physical Requirements "Compressive Strength, average (at 10 per cent deformation)" lbs/sq 'in .'minimum to Compressive Strength, average (at not more than 10% deformation), lbg per sq in,, minimum. Also change Compressive Strength after imersion in water for 16 hours (while wet) "At least 50% of dry strength" to Compressive Strength (while wet) - "25 lb per sq in minimum". Change 4. 3. 3 in Amendment 1 to read "Compress ive Strength at not more than 10% deformation, etc,, etc. Delete last sentence- reading "Report the wet strength as a percentage of dry strength" Table 2 - Linear shrinkage, average, per cent maximum" change to Linear Shrinkage (Length), average, precent maximum". Par, 4, 3, 6 Amendment 1 add "Shrinkage shall be determined in the length wise dimension", PROPOSED ASTM RECOMMENDED PRACTICE FOR SELECTING OUTSIDE DIAMETER OF RIGID THERMAL PIPE INSULATION Draft of these tables dated 7/7/60 and changes suggested by C~l6 at Lake Placid Meeting and variations with ASTM Recommended Practice for Prefabricated Insulation Fittings on 1/4-and 3/8 Pipe Sizes were discussed. These and other differences in Table II - Tube Sizes were noted and dis cussed, All changes to be recommended were brought before the entire T & R Meeting November 16 and action taken will be shown in its Minutes.
