Navy (including NAVAIR) and Air Force both had meetings with OSD on this draft as it needed some work yet. So you really can't assume these numbers are final. This is the first I heard though that someone was proposing going after SERDP funding. This type of SON is called a "SEED", and is a means for researchers to test a proof of concept during an effort of approximately one year. If it is successful, the researcher is invited to submit a full SERDP proposal to continue the work. Is it possible to get AFFF usage numbers for NAVAIR, even if only a SWAG? Putting numbers to the usage will show the size of the problem and why viable alternatives are needed. I have a meeting on SON development on 31 August so any help by then would be appreciated. I consulted with Mike Cosgrove, our principal Fire Protection SME team lead, on this subject. This is an excellent opportunity to increase the safety of the warfighter. Personnel are exposed to AFFF intentionally (during shipboard firefighting) and unintentionally (multiple instances of inadvertent hanger system discharges). Endocrine disruptors are increasingly subject to regulation, so having an alternative will allow us to be prepared so we're not scrambling like we were with US00005473 a halon replacement. Fluorine-Free Aqueous Film-forming Foams Aqueous film-forming foam (AFFF) is a water-based firefighting foam used in the military for fire suppression in ships, shore fixed systems, aircraft hangers and for emergency responses and fire fighting training exercises to extinguish liquid fuel fires. Until recently, AFFF formulations contained long-chain perfluorinated compounds (PFCs) that either used perfluorooctanoic acid (PFOA) or perfluorooctanesulfonic acid (PFOS). PFCs have been found to be endocrine disruptors and have adverse effects on development, immune system, and multiple organ systems. They are very stable and persistent in the environment, highly soluble and have been detected in the environment worldwide and in the blood of the general U.S. population. The Air Force and Navy are the primary users for AFFF, with an estimated current stockpile of 423K and 97K gallons of AFFF, respectively. Multiple DoD installations have detected PFCs at 3-4 orders of magnitude greater than the current EPA health advisory. Worldwide regulation and effective bans of PFOA/PFOS led manufacturers to support a voluntary replacement program for the long-chain flurosurfactants. New formulations are made with telomer-based surfactants (six carbons or less) that have been shown to more readily breakdown in the environment but may still have long term environmental impacts (e.g., persistence) or even contain PFCs as impurities or degrade to produce fluoroalkyl compounds of equal environmental concern. At this time, AFFFs used by the military must contain fluorinated surfactants (and other compounds) per MIL-F-24385F. Industry has identified potential fluorine-free alternative foams; however, none of these technologies meet the performance required for military applications. The DoD will need to identify, test and field fluorine-free, more environmentally sustainable AFFFs for fire-suppression operations that meet the performance requirements defined in MIL-F-24385F.
